Pursuant to Point b, Subsection 11, Section IV, Article 1 of Decision 964/QD-TTg in 2022 stipulating as follows:

- Strengthen bilateral cooperation with countries around the world on cyberinformation security. Participate in the development of international laws and international standards, principles and rules on cyberinformation security.

- Participate in international and regional organizations and forums; coordinate with countries, especially countries in the region and countries that are strategic partners, comprehensive partners of Vietnam in information sharing, mutual assistance in detecting and handling, respond when a cross-border cyber attack occurs. Promote the role of a founding member of the GFCE Forum.

- Participate in ITU Technical Working Groups (SG13, SG17, SG20), Internet Governance Forum (IGF), Global Cyberspace Experts Forum (GFCE), ISO/IEC Joint Technical Committee in Information Technology (JTC1).

- Pioneer in research, actively participating in solving new and difficult international policy and technical issues related to cyberinformation security.

Pursuant to Point c, Subsection 11, Section IV, Article 1 of Decision 964/QD-TTg in 2022 stipulating as follows:

c) Ministry of Defense

- Strengthen and promote international cooperation in information security and cyber security according to their assigned functions and tasks in order to improve the effectiveness of preventing and combating information wars, cyber wars, and protecting sovereignty in cyberspace.

- Coordinate with the Ministry of Public Security, the Ministry of Information and Communications, and the Ministry of Foreign Affairs to cooperate with other countries on network safety and security.

What are responsibilities of the Ministry of Foreign Affairs of Vietnam to enhance national prestige and international cooperation in cyberinformation security?

Pursuant to Point d, Subsection 11, Section IV, Article 1 of Decision 964/QD-TTg in 2022 stipulating as follows:

d) Ministry of Foreign Affairs

Coordinate with the Ministry of Public Security, the Ministry of National Defense, the Ministry of Information and Communications to promote international cooperation with leading countries in cyber safety and security, in accordance with the provisions of law.

What are regulations on investment of resources and security of funds to protect network information security in Vietnam?

Pursuant to Subsection 12, Section IV, Article 1 of Decision 964/QD-TTg in 2022 stipulating as follows:

12. Invest resources and ensure funding for implementation

a) Allocate full-time human resources responsible for cyber safety and security in state agencies and organizations.

b) Invest resources to build technical systems, tools and implement activities to ensure network safety and security and in the operation of agencies and organizations.

c) Develop a specific salary mechanism for specialized forces in charge of cyberinformation security and cybersecurity in state agencies and organizations.

d) Prioritize allocating resources to implement schemes and build technical systems to ensure national network safety and security.

dd) Allocate funding for network safety and security, reaching at least 10% of expenses for science and technology, digital transformation, and information technology application.

e) Recur capital from the central budget is allocated to carry out the tasks of the Strategy performed by central agencies.

g) The local budget ensures funding for the implementation of the tasks under the Strategy performed by the local agencies.

h) Prioritize scientific and technological capital, capital from national programs for high-tech development, national product development programs for the development of domestic products, services, solutions and other domestic products, development and technology transfer tasks under the Strategy.
