Based on Clause 2 Article 6 of Circular 07/2020/TT-BKHDT, the procedures for transferring classified state secrets in the planning, investment, and statistics sectors are as follows:
a) Before transferring documents and materials containing classified state secrets, they must be registered in the "Register of Outgoing Classified State Secrets." For documents and materials classified as "Top Secret," only the summary is recorded until the authorized person approves it in writing.
b) Documents and materials containing classified state secrets must be wrapped or packaged separately. The wrapping paper must be durable, water-resistant, and non-transparent; the adhesive used must be strong and resistant to peeling.
In the case of documents and materials classified as "Top Secret," they must be protected with two layers of envelopes: The inner envelope includes the document's number, designation, the recipient's name, the "Top Secret" seal, and sealed with the unit's stamp outside the envelope. If sent to a specific person for resolution, seal with "For Named Person Only." The outer envelope is labeled as if sending regular documents and sealed with the symbol "A."
Documents and materials classified as "Top Secret" and "Secret" are protected by one layer of envelope. The outer envelope is stamped with the letters "B" and "C" corresponding to the secrecy level of the enclosed classified state secrets.
c) The transfer of documents and materials containing classified state secrets must be recorded in the "Register of Classified State Secrets Transfers."

Based on Clause 3 Article 6 of the above Circular, the procedures for receiving classified state secrets in the planning, investment, and statistics sectors are as follows:
a) After receiving documents and materials containing classified state secrets, they must be registered in the "Register of Incoming Classified State Secrets."
b) In cases where the documents or materials are sealed with "For Named Person Only," the recipient should record the information in the register based on the external markings, refrain from opening the envelope, and promptly transfer the sealed materials to the person named on the envelope. If the designated person is absent and the envelope is marked "Urgent," transfer it to the leadership of the agency or unit, or the person authorized by the unit's leadership to resolve the matter.
c) If documents or materials containing classified state secrets are received without adhering to the prescribed state secrets protection regulations, they should be forwarded to the leadership of the receiving agency or unit, or the person named on the envelope (in the case of designated recipients) for resolution. Simultaneously, the sender must be informed to take corrective measures. If signs of tampering, opening, substitution, loss, or damage are detected in the received classified state secrets, the recipient must promptly report to the head of the agency or unit for appropriate action.
