Pursuant to Subsection 3, Section IV, Article 1 of Decision 186/QD-BTTTT in 2022 stipulating organization of assessment, recognition and announcement of national digital platform requirements as follows:

a) Develop criteria for evaluation and recognition of national digital platforms, including requirements for functions, features and assurance of network information security (such as platform functionality, operational performance, standards, technical regulations, security and other non-functional requirements) and non-technical criteria (such as the platform's platform, capabilities and service quality, meeting the number of large number of users, market acceptance, quality of support services, capacity to upgrade, expand development, sustainability of national digital platforms, ...);

b) Organize a council or group of experts to evaluate the functional requirements, features and assurance of network information security and non-technical criteria of digital platforms on the basis of information and data provided by the database. governing bodies and enterprises developing platforms for providing and surveying and testing digital platforms; on that basis, determine the level of satisfaction of the criteria for national digital platforms;

c) Implement procedures for granting national digital platform recognition certification based on assessment results;

d) Organize a ceremony to announce the recognized national digital platform and communicate about the recognized national digital platform on the National Digital Platform Portal and mass media.

What is implementation, development and promotion of use of national digital platforms at the Head Unit of the Governing Body and the Unit in charge of digital transformation/information technology of the Governing Body in Vietnam?

According to Item b, Subsection 2, Section IV, Article 1 of Decision 186/QD-BTTTT in 2022, providing for implementation, development and promotion of use of national digital platforms at the Head Unit of the Governing Body and the Unit in charge of digital transformation/information technology of the Governing Body as follows:

b) The focal point of the executing agency and the unit in charge of digital transformation/information technology of the governing body:

- Based on the list of national digital platforms in the Appendix to this Decision and the Plan of the executing agency to estimate the budget, submit and implement the tasks according to the plan, in which:

+ Analyze and determine the total appropriate investment resources, including public investment, enterprise investment and other investment sources to build the foundation, put the foundation into use, maintain operation, upgrade, platform expansion and other costs.

+ For the national digital platform built by the investment managing agency; make, submit for approval and deploy plans, projects and cost estimates for development investment and put into use the national digital platform in accordance with the law and in accordance with the plan of the governing agency.

+ For the socialized digital platform built by enterprises, the governing body promotes development, hires, buys and uses: Prepares, submits for approval and deploys plans, projects and estimates Expenditures to promote the development, hire, purchase and use of national digital platforms in accordance with the law and in accordance with the Plan of the governing body.

- Closely coordinate with the focal point of the Ministry of Information and Communications and key enterprises to implement; Proposing the establishment of interdisciplinary committees and working groups if necessary; Implement coordination mechanisms, regularly exchange, meet and work to promote progress.

- Report the implementation results to the Leader in charge according to the progress, and at the same time send to the Foundation focal point and the joint coordinating agency of the Ministry of Information and Communications for synthesis.

What core enterprises do to develop and promote use of national digital platforms in Vietnam?

In Item c, Subsection 2, Section IV, Article 1 of Decision 186/QD-BTTTT in 2022, stipulating core enterprises to deploy, develop and promote the use of national digital platforms as follows:

c) Core enterprises:

- Pursuant to the list of national digital platforms in the Appendix to this Decision to register platform development with the Ministry of Information and Communications and organize the development, approval and implementation of the enterprise's Blueprint to develop the platform. Develop each registered National Digital Platform, focusing on the following contents:

+ Researching, defining specifically and in detail criteria, functional requirements, features, assurance of network information security and non-technical criteria for national digital platforms on the basis of survey and analysis. carefully understand the experiences and similar international digital platforms (if any), the actual requirements of Vietnam, the specific requirements, and the specifics of the industry, field, and locality in order to develop a digital platform that best meets the requirements. demand for digital transformation, development of digital government, digital economy and digital society in a comprehensive way;

+ Analyze and design a national digital platform to ensure detailed satisfaction of the above criteria and requirements, apply advanced technology, develop an excellent, professional, national digital platform, ready ready to go international;

+ Proposing specific plans and plans to put the digital platform into use when construction is completed; propose a plan to guide, train users and transfer users to ensure the readiness and convenience for agencies, organizations and individuals who are users of the platform;

+ Analyze and identify investment resources to build the platform, put the platform into use, maintain operation, upgrade, continuously update and optimize the platform, develop and expand the platform in the center short-term and long-term (calculation of development and use in the industry, field and national expansion, international orientation) and other costs.

- Deploying, developing and putting into use the national digital platform according to approved plans, schemes and projects. Maximize resources to invest in research, master core technologies, build and develop a quality, user-friendly, easy-to-use digital platform that meets the requirements and criteria set by the host agency. and issued by the Ministry of Information and Communications.

- Propose specific policies and solutions that the governing body, the Ministry of Information and Communications needs to promulgate and deploy to accelerate the development and put the digital platform into use, promoting the widespread use of the digital platform. The national digital platform is assigned in the industry and field and expands nationally and internationally.

- Send detailed plans to develop each national digital platform assigned by enterprises to the focal point of the governing agency, the focal unit of the Ministry of Information and Communications, the general coordinating unit of the Ministry of Information and Communications.
