Pursuant to Subsection 1, Section III, Article 2 of Decision 186/QD-BTTTT in 2022, on the proposed agencies are the National Digital Platform Governing Body as follows:

It is recommended that the ministries, ministerial-level agencies, and government-attached agencies are proposed in the Appendix to the List of national digital platforms to participate in the implementation of this Program as the governing body for the development of digital platforms. 

a) Directing and assigning the Digital Transformation/Information Technology Unit and related specialized units to expeditiously prepare and approve the plan and actively deploy to promote the development and use of the platform. number of countries. b) Direct the formulation and approval of the national digital platform development plan. To drastically direct the use of national digital platforms that share, connect, open and share data between specialized systems and databases with national digital platforms in order to synchronize, connect, create a digital transformation ecosystem, develop digital government, digital economy and digital society. Promulgate mechanisms and policies to prioritize the use, upgrade and expansion of the platform nationwide and towards the world.

c) Allocate and allocate enough human, financial and material resources for the development, use and replication of the national digital platform under their charge. Work closely with the Ministry of Information and Communications and related agencies to implement tasks and solutions to promote and develop the national digital platform.

d) The unit in charge of digital transformation/information technology, the focal point of the governing body shall take the initiative in performing the assigned tasks in Clauses 1, 2, 3, 4, 5, Section IV, Article 1 and related tasks in this Decision. Actively advise the governing body to issue mechanisms and policies to prioritize the use and development of the national digital platform. Coordinate with the focal unit of the Ministry of Information and Communications and core businesses to accelerate the development, put into use and popularize the national digital platform.

According to Subsection 2, Section III, Article 2 of Decision 186/QD-BTTTT in 2022, which stipulates Ministries, ministerial-level agencies, agencies attached to the Government should implement the National Digital Platform Development Program as follows:

It is recommended that ministries, ministerial-level agencies, and government-attached agencies participate in the implementation of this Program to develop national digital platforms.

a) Direct the Unit in charge of digital transformation/information technology under its authority to advise and propose to promote the use of national digital platforms for digital transformation, development of digital government, digital economy and society number of associations in the assigned industry or field. c) Identify digital platforms of industries and fields and develop specific action plans to develop and promote the use of digital platforms in their respective industries and fields. Consider proposing and submitting to the Ministry of Information and Communications national digital platforms suitable to industry and field needs to be added to the National Digital Platform List;

d) The unit in charge of digital transformation/information technology actively advises and proposes mechanisms and policies to prioritize the use of national digital platforms as well as build and develop industry digital platforms. to accelerate digital transformation in industries and fields. Coordinate with the focal unit of the Ministry of Information and Communications and core businesses to accelerate the development, put into use and popularize the national digital platform.

What is proposition of People's Committees of the provinces and centrally-run cities to participate in the implementation of National Digital Platform Development Program in Vietnam? 

In Section IV, Article 2 of Decision 186/QD-BTTTT in 2022, the People's Committees of the provinces and centrally-run cities are requested to participate in the implementation of this Program to develop national digital platforms as follows:

1. Direct the Department of Information and Communications to advise and propose to promote the use of national digital platforms for digital transformation, development of digital government, digital economy and digital society in the province and city. Develop and approve specific plans for implementation.

2. Actively coordinate with core businesses, the Ministry of Information and Communications and the National Digital Platform Administration Agency to promote the development and put the national digital platforms into use. Assess and clearly define the status of the appropriate national digital platforms in the provinces and cities, drastically direct the use of the national digital platforms in the province, cities, connect, open and share data between local systems and databases with national digital platforms in order to synchronize, connect, create a digital transformation ecosystem, develop digital government, digital economy, digital society. Promulgate mechanisms and policies to prioritize the use of promoting the development of national digital platforms.

3. Identify local digital platforms and develop specific action plans to develop and promote the use of digital platforms in their localities. Consider proposing and submitting to the Ministry of Information and Communications national digital platforms suitable to local needs to be added to the National Digital Platform List;

4. The Department of Information and Communications proactively advises and proposes mechanisms and policies to prioritize the use of national digital platforms in sync with the building and development of databases and digital platforms. local to accelerate digital transformation locally. Promote propaganda and popularization of the use of national digital platforms in their localities. Coordinate with the focal unit of the Ministry of Information and Communications and core businesses to accelerate the development, put into use and popularize the national digital platform.
