What are responsibilities of the Ministry of Public Security of Vietnam to protect information systems of Vietnam Communist Party and State agencies against national cyber challenges by 2025, vision to 2030?

Pursuant to Point b, Subsection 5, Section IV, Article 1 of Decision 964/QD-TTg in 2022 stipulating as follows:

b) Ministry of Public Security

- Develop the process for testing and evaluating network security for technical equipment, electronic means, software used in important national security information systems before being put into use; especially, equipment and vehicles sponsored or donated by foreign companies or enterprises.

- Develop a mechanism for coordination, participation in consulting and appraisal of cybersecurity for information systems important to national security.

- Actively develop plans and organize network security inspection for information systems important to national security and other information systems of Party and State agencies at the request of system owners. information system. Assess and rank the level of network security for information systems of state agencies.

- Organize a national-level cyber security drill with the participation of owners of important national security information systems, agencies, organizations and enterprises ensuring network security.

- Build and form a network to respond to and remedy network security incidents, taking the specialized force in cybersecurity protection as the center, closely coordinating with agencies, organizations and individuals in responding, troubleshoot network security issues.

- Assume the prime responsibility for, and coordinate with the Ministry of National Defense, the Ministry of Information and Communications and relevant ministries and branches in developing a mechanism for coordination and sharing of information on monitoring the safety and network security of the information systems of the ministries, departments, branches, localities, organizations and key enterprises.

- Coordinate with information system owners to overcome and handle network security threats, network security incidents, weaknesses, security holes, and malicious hardware.

- Implement measures to prevent, fight and handle acts of infringing upon network security and activities of hostile entities and forces using cyberspace to infringe upon national sovereignty, interests and security, safety and order of society.

What are responsibilities of the Ministry of National Defense of Vietnam to protect information systems of Vietnam Communist Party and State agencies against national cyber challenges by 2025, vision to 2030?

Pursuant to Point c, Subsection 5, Section IV, Article 1 of Decision 964/QD-TTg in 2022 stipulating as follows:

c) Ministry of Defense

- Proactively and promptly detect and prevent risks of insecurity and cyber security in order to protect national sovereignty in cyberspace, and prevent information and cyber wars.

- Organize forces to ensure information safety and network security for information systems of Party and State agencies, important information systems for national security, and military information systems according to their functions and assigned task.

- Advise and propose to build professional technical systems, implement measures to prevent and fight against activities of hostile forces using cyberspace to infringe national defense and sovereignty over the cyberspace.

What are responsibilities of the Ministry of Information and Communications of Vietnam to protect information systems of Vietnam Communist Party and State agencies against national cyber challenges by 2025, vision to 2030? 

Pursuant to Point d, Subsection 5, Section IV, Article 1 of Decision 964/QD-TTg in 2022 stipulating as follows:

d) Ministry of Information and Communications

- Deploy the Government's private cloud computing platform to meet the requirements of ensuring network information security, creating a secure infrastructure for shared e-Government applications.

- Develop a centralized network information security operating and commanding platform, connecting, analyzing big data, sharing cyberinformation security risk information with 100% of SOCs of state agencies in order to predict early warning and warning, helping to prevent and promptly handle network information security incidents, avoiding damage on a large scale.

- Develop a security vulnerability scanning platform to prevent network information insecurity incidents for e-Government applications of ministries, branches and localities.

- Develop an online platform for training and testing basic information security knowledge and skills for users.

- Develop a laboratory to simulate and reproduce network information security incidents.

- Evaluate and assign a network credit label to the website.

- Assess and rank the information security level of agencies, organizations, state-owned enterprises and organizations and enterprises operating in important fields that need to be prioritized to ensure cybersecurity.

- Develop the National Cyberinformation Security Incident Response Network in order to promptly, synchronously and effectively coordinate forces to ensure cyberinformation security, focusing on 11 important areas that need to be addressed. Prioritize ensuring network information security (CERT domain).

- Develop other technical systems to ensure national network information security, ensure information security for the national digital transformation process, develop digital government, digital economy and digital society.
