What are regulations on handling of transactions related to clearing activities via online communication portal of the Vietnam Securities Depository Center?

Pursuant to Article 11 of the Regulation on guiding the handling of transactions through the online communication portal of the Vietnam Securities Depository, issued together with Decision 40/QD-VSD in 2022, regulating handling of transactions related to clearing activities via online communication portal of the Vietnam Securities Depository Center are as follows:

1. Compare and confirm transaction results:

The comparison and confirmation of transaction results are specified in the Regulation on clearing and settlement of securities transactions (hereinafter referred to as the Regulation on clearing and settlement activities) when done through the Trading Portal. Online contact will be done as follows:

a. After receiving the trading results from the Stock Exchange, VSD prepares and sends to the Member a Notice of summary of trading results, Notice of accounts of investors performing sale transactions when there is not enough balance of securities owned, Notice of updating investor information in the form of FileAct - Announcement of transaction results.

b. Members check and send confirmation of transaction results to VSD in the form of electricity MT598 - Confirm transaction results.

2. Confirm direct transaction payment:

Members send confirmation of direct transaction payment for transactions that are late for payment as specified in the Regulation on clearing and settlement activities to VSD in the form of MT598 - Confirmation of direct payment transactions.

3. Send payment documents:

The sending of documents from payment of money and securities to the Members specified in the Regulation on clearing and settlement activities via the Online Communication Portal is done by VSD in the form of FileAct - Notification of clearing results.

4. Confirmation of completion of payment for securities transactions:

After completing the payment for securities transactions, VSD sends the Depository Member and the Organization that opens the account directly the content of this notice in the form of M T 598 - Notice of confirmation of completion of payment for securities transactions.

5. The order and time for processing the submission and confirmation of transaction results and payment documents shall comply with the Appendixes attached to the Regulation on clearing and settlement activities.

What is handling of transactions related to exchange-traded fund (ETF) activities via online communication portal of the Vietnam Securities Depository Center?

According to Article 13 of the Regulation on guiding the handling of transactions through the online communication portal of the Vietnam Securities Depository, issued together with Decision 40/QD-VSD in 2022, regulating handling of transactions related to exchange-traded fund (ETF) activities via online communication portal of the Vietnam Securities Depository Center are as follows:

1. ETF trading orders:

1.1: The placing of trading orders of investors is specified in the Regulation on swap trading, registration, depository , clearing and exercise of the right to exchange-traded fund certificates (hereinafter referred to as: is the Regulation on Operation of ETF Funds) via the Online Communication Portal is done as follows:

a. Fund founders send investors' trading orders to VSD by means of MT502 - ETF trading orders .

b. VSD responds to receive investor's trading orders by electricity MT5 0 9 - Notice of receipt of ETF orders

1.2. The order and processing time for placing investors' orders shall comply with the provisions of the Regulation on operation of the ETF fund.

2. Notice of order matching results:

The announcement of investor's order matching results specified in the Regulation on ETF operation via the Online Communication Portal is done by VSD by sending telegram M T 515 - Notice of order matching results to the Member. 

The order and time for processing investor's order matching results shall comply with the provisions of the Regulation on operation of the ETF fund.

3. Payment requirements for investors:

The request for payment to investors specified in the Regulations on ETF operation through the Online Communication Portal is done by VSD by sending MT 1 03 - Request for payment to investors to the Payment Bank. .

The order and time for processing payment requests to investors shall comply with the provisions of the Regulation on operation of the ETF fund.

4. Payment account statement request :

The request for a statement of the payment specified in the Regulations on the operation of the ETF via the Online Communication Portal is done by VSD by sending an email to MT920 - Requesting a payment account statement to the bank. 

The order and processing time of the investor's payment account statement request shall comply with the provisions of the Regulation on operation of the ETF.

5. Account statement:

The sending of the account statement specified in the Regulation on ETF operation via the Online Communication Portal is done by the Bank by sending the phone MT940 - Statement of Account to VSD.

The order and time for processing investor account statements shall comply with the provisions of the Regulation on operation of the ETF fund.

6. Transactions generated during the day:

The notification of Intraday Transactions as specified in the Regulations on Operation of ETFs via Online Communication Portal is made by the Bank by sending MT942 - Intraday Transactions to VSD.

The order and processing time of investors' day transactions shall comply with the regulations in the Regulation on operation of the ETF fund.

7. Increase the issuance of ETF certificates :

The announcement of increased accounting of ETF certificates issued by the fund is specified in the Regulations on ETF fund operations via the Online Communication Portal by VSD by sending an email to MT544 - Increase of issued ETF certificates. to a Funding Member.

The order and time to process the increase of issued ETF certificates shall comply with the provisions of the Regulation on operation of the ETF fund.

8. Reduced ETF certificates due to swaps with underlying securities:

The announcement of the reduction of ETE fund certificates due to swaps with the Fund 's structural securities is specified in the Regulation on ETF operation via the Online Communication Portal by VSD by sending an email to MT546 . - Reduced ETF certificates due to swapping with structured securities to founding members.

The order and time to process the reduction of ETF certificates due to swaps with structured securities shall comply with the provisions of the Regulation on operation of the ETF.

9. Notice of blockade of securities:

The announcement of the blockade of securities specified in the Regulation on ETF operation through the Online Communication Portal is done by VSD by sending an email MT508 - Notice of blockade of securities to the founding member.

The order and processing time for notification of order-matching results of investors shall comply with the provisions of the Regulation on operation of the ETF fund.

What is exporting of professional reports via online communication portal of the Vietnam Securities Depository Center? 

In Article 15 of the Regulation on guiding the handling of transactions through the online communication portal of the Vietnam Securities Depository, issued together with Decision 40/QD-VSD in 2022, stipulating the export of professional reports as follows: 

Members wishing to retrieve professional reports through the Online Communication Portal specified in Section 5, Appendix 01 of this Regulation shall do the following:

a. The member sends a request to export business reports to VSD using MT598 - Request to export business reports.

b. VSD will process and respond to the results to Members in the form of FileAct - Business report export results.
