Article 3 of the Regulations on the Registration of Securities Trading Numbers at the Vietnam Securities Depository Center, issued together with Decision 111/QĐ-VSD in 2021, stipulates the rules for assigning securities trading numbers at the Vietnam Securities Depository Center as follows:

1. The securities trading number assigned to organizations and individuals consists of 06 characters, of which:

When the last four characters (0001 to 9999) have been used up, the second character will be changed to "A" and then to the next letter in the English alphabet. What is the time limit for electronic declaration and confirmation of securities trading numbers at VSD in Vietnam?

Article 4 of the Regulations on the Registration of Securities Trading Numbers at the Vietnam Securities Depository Center, issued together with Decision 111/QĐ-VSD in 2021, stipulates the time limit for electronic declaration and confirmation of securities trading numbers at the Vietnam Securities Depository Center as follows:

1. The online system receives declaration information from members from 8:00 to 12:00 (morning) and from 1:00 to 5:00 (afternoon) on working days. Within 1 working day from the time the online system confirms that the member has completed the declaration of information as prescribed, VSD performs electronic confirmation for cases of full information declaration according to the specified time as follows:

a) For transactions that complete the declaration of information from 8:00 to 12:00 daily, the electronic confirmation of the issuance of securities trading numbers, change of information related to securities trading numbers is carried out no later than 11:30 on the next working day.

b) For transactions that complete the declaration of information from 1:00 to 5:00 daily, the electronic confirmation of the issuance of securities trading numbers, change of information related to securities trading numbers is carried out no later than 4:30 on the next working day.

2. In case of inconsistencies between the declared information, VSD will send a notification through the online system for the member to re-declare.

What are regulations on the online issuance of securities trading numbers at VSD in Vietnam?

Article 5 of the Regulations on the Registration of Securities Trading Numbers at the Vietnam Securities Depository Center, issued together with Decision 111/QĐ-VSD in 2021, stipulates the online issuance of securities trading numbers at the Vietnam Securities Depository Center as follows:

1. Members must review the completeness and validity of the MSGD registration dossier specified in Articles 146.1, 146.2, 146.4, and 146.5 of Decree 155/2020/NĐ-CP before proceeding with the online securities trading numbers registration.

2. Members must declare the information in Form 41 of the Annex to Decree 155/2020/NĐ-CP on the VSD online securities trading number registration system (online system). For cases where foreign investors are registered with two or more securities trading numbers, members must declare the above contents separately for each securities trading number. For cases of additional securities trading numbers registration, members must declare the information on the online securities trading numbers registration system as when declaring investor information for the first time.

3. Before VSD sends the electronic confirmation of the securities trading numbers, if members want to modify the information previously declared, they must cancel the information previously declared, and promptly notify VSD and re-declare the information on the online system. The time of receipt of the declaration is the time at which the member completes the re-declaration transaction.

4. VSD performs the electronic confirmation of the securities trading numbers in accordance with the provisions of Article 4 of this Regulation.
