What are regulations on transactions done through the online communication portal of the Vietnam Securities Depository Center?

Pursuant to Article 3 of the Regulation on guiding the handling of transactions through the online communication portal of the Vietnam Securities Depository issued together with Decision 40/QD-VSD in 2022 stipulating transactions done through the online communication portal of the Vietnam Securities Depository Center as follows:

1. The list of professional electricity made through the Online Communication Portal is specified in Appendix 01 of this Regulation.

2. The application of professional electricity in the handling of depository, transfer, clearing, exercise of rights and reporting through the Online Communication Portal shall comply with the prescribed principles in Chapter III of this Regulation.

What are conditions to join the online communication portal of the Vietnam Securities Depository Center?

Pursuant to Article 4 of the Regulation on guiding the handling of transactions through the online communication portal of the Vietnam Securities Depository issued together with Decision 40/QD-VSD in 2022 stipulating conditions to join the online communication portal of the Vietnam Securities Depository Center as follows:

1. The main place to register to connect to the Online Communication Portal must be the Data Center located at the Head Office or Branch of the Member who has registered to operate with VSD or the Member Data Center hired at the service provider. The backup location for connecting the Online Communication Gateway must be a Data Center with a geographical location independent of the Member's main connection point.

2. Conditions on material and technical facilities at the main and backup connection points:

2.1 Data Center:

- Must ensure compliance with the provisions of law on the operation of Data Center;

- Must ensure the conditions of security, environment and system safety: Separate area, with magnetic lock system or equivalent device for access control, video recording system; specialized fire alarm and fire fighting system; air conditioning systems, monitoring temperature and humidity control; backup power system and dedicated backup generator; lightning protection system.

2.2. Connection line:

- For new members: Must set up 01 MPLS main transmission line with 01 Mbps speed organized by Customer Department - Enterprise - Branch of Telecommunication Service Corporation - VNPT Vinaphone and 01 backup line MPLS speed 01 Mbps provided by branch of FPT International Telecom Company Limited with VSD's system;

- For members who are using the e-Communication Portal: Use together with the existing E-Communication Gateway connection line.

2.3. Computer equipment and software:

- For new members: Must have enough information technology equipment to meet the requirements for establishing connection points, including:

● 02 Routers with minimum configuration equivalent to Cisco 1800 with 02 Ethernet ports;

● 01 Cisco 2950 Switch or equivalent;

● 02 FastEthernet Optical - Electrical Converter 10/100Mbps;

● Gateway Client with minimum configuration: Intel® Core™ i5-10400 PC (Memory: 8GB, Storage: 256GB Solid-State Drive, 02 Ethernet10/100/1000) or HP DL380G10 Server (Memory: 8GB, Storage: 256GB Solid-State Drive, 02 Ethernet10/100).

- For Members who are using the Portal:

Additional Gateway client with minimum configuration: Intel® Core™ i5-10400 PC (Memory: 8GB, Storage: 256GB Solid-State Drive, 02 Ethernet10/100/1000) or HP DL380G10 Server (Memory: 8GB, Storage: 256GB Solid-State Drive, 02 Ethernet10/100).

2.4. The Member integrates the technical services specified in detail in Appendix 07 with the Member's professional software system in accordance with the transactions registered for use via the Online Communication Portal, completed the testing of transactions with VSD and approved by VSD before being put into use.

2.5. The Member's Gateway Client may not be used for any other purpose and may not install any software other than the following:

- Operating system: Window server 2008 or 2012 version 32/64 Bit or later;

- Antivirus program: Kaspersky EndPoint Security 11 or later;

- Java: Java Runtime Environment (JRE 1.7);

- Program: VSD_GatewayClient;

- Software to transfer files between the Core of the Member and the Gateway Client.

2.6. There is backup equipment for all Gateway Client devices, networks, electrical systems and other informatics equipment related to the Online Communication Gateway system.

3. There must be 01 valid digital signature representing the business together with a USB PKI Token device or an HSM storage device to store the digital signature provided by a digital signature certification service provider that is assigned by VSD to perform VSD Online Communication Gateway access.

4. There must be at least 02 informatics staff with expertise in computer networks (with CCNA certificate or equivalent) to act as the focal point for contact and technical coordination with VSD.

What are included in the dossier to register to participate in the online communication portal of the Vietnam Securities Depository Center?

Pursuant to Article 5 of the Regulation on guiding the handling of transactions through the online communication portal of the Vietnam Securities Depository issued together with Decision 40/QD-VSD in 2022 stipulating the dossier to register to participate in the online communication portal of the Vietnam Securities Depository Center as follows:

Registration documents to join the Online Communication Portal at the main, backup or change of connection locations include:

1. Registration form for participation in Online communication portal at primary and backup connection points (form in Appendix 02 ), Registration for change of connection location in case of change of connection location (form at Appendix 03 ).

2. Registration form for accessing online communication portal (form is in Appendix 04 ).

3. A copy of the certificate of digital signature representing the business provided by a digital signature certification service provider designated by VSD and documents proving that the informatics officer is qualified as prescribed in Clause 4, Article 4 of this Regulation.
