What are regulations on support for setting up online communication portal from VSD in Vietnam?
Pursuant to Article 6 of the Regulation on guiding the handling of transactions through the Online Communication Portal of the Vietnam Securities Depository, issued together with Decision 40/QD-VSD in 2022, providing support for setting up online communication portal from VSD as follows:
1. Within three (03) working days from the date of receipt, the application file for registration to participate in the Online Communication Portal is complete and valid based on the postmark or the date of signing and receipt on the official dispatch book at VSD, VSD conducts physical inspection of physical conditions in technical materials and seals devices connected to the Member's Online Communication Portal.
2. Within three (03) working days after the date of the test, VSD sends the Member a written notice of the test plan and instructions for setting up the system to use the Online Communication Portal . In case the technical conditions of the Member do not meet the requirements, VSD will send a written notice and clearly state the items that do not meet the requirements.
3. Within one (01) working day from the end of the trial period as planned, VSD will send a written approval to the Member to use the transactions registered through the Online Communication Portal. In case the test is not satisfactory, VSD will clearly notify the content and reason for the Member to continue to improve.
What is change/cancellation of registration information to participate in the Online Communication Portal of VSD in Vietnam?
According to Article 7 of the Regulation on guiding the handling of transactions through the Online Communication Portal of the Vietnam Securities Depository, issued together with Decision 40/QD-VSD in 2022, regulating change/cancellation of registration information to participate in the Online Communication Portal of VSD as follows:
1. In case a Member changes/cancels his/her access information to the Online Communication Portal, he/she shall follow the form in Appendix 05 to this Regulation.
2. In case a Member adds/cancels professional transactions via the Online Communication Portal, the form in Appendix 06 of this Regulation shall be followed.
What are rights and obligations of Members on the online communication portal of VSD in Vietnam?
In Article 8 of the Regulation on guiding the handling of transactions through the Online Communication Portal of the Vietnam Securities Depository, issued together with Decision 40/QD-VSD in 2022 stipulating rights and obligations of Members on the online communication portal of VSD as follows:
1. Member's rights:
1.1. To be able to connect and perform operations via the Online Communication Portal when meeting the conditions specified in Article 4 of this Regulation during the period from 08h00' to 17h00' working days.
1.2. To be granted a member's representative account to log in to the Online Communication Portal and exchange business transaction information between the Member's professional software system and VSD's system.
1.3. Secure login information and business information done through the online communication portal .
1.4. Participating in training programs and testing the function of the Online Communication Portal organized by VSD.
1.5.. Get technical support from VSD when connecting to the Online Communication Portal.
1.6. To use digital signatures to confirm data exchanged between two parties for a number of business transactions regulated by VSD.
1.7. Received and sent back by VSD the professional emails sent and received from the Member in case the Member's professional system has problems and needs support for data reconciliation. The member must, in writing, send to VSD, clearly stating the reason and the time period for requesting to be sent back to service electricity.
1.8. Supported by VSD to handle transactions via text when the Member has a written request in case the Member's business system cannot be done through the Online Communication Portal.
1.9. VSD activates the backup connection point in case the main connection point fails. When the main connection point has a problem, the Member must make a written request to VSD for the use of the backup connection point and the Member must notify VSD again to transfer the business processing to the main connection point after overcoming the incident.
1.10. To change the main and backup connection locations when the new connection point has fully met the conditions specified in Article 4 of this Regulation.
2. Obligations of Members:
2.1. Comply with regulations on connecting to Online Communication Portal, security policy, professional regulations issued by VSD and other relevant legal regulations.
2.2. Strictly comply with regulations on professional electrical standards specified in Appendix 07 of this Regulation.
2.3. Do not take any action that affects the VSD Online Portal system and affects other Members' participation in the Online Communication Portal.
2.4. Secure the system login information provided by VS D and do not log in to the Online Communication Portal with other Members ' login information.
2.5. The Gateway Client can only be used to connect using digital certificates to the Online Communication Gateway.
2.6. Members must notify VSD in writing at least two (02) days in advance of the plan to repair , maintain and replace computer and computer equipment connected to the Online Communication Portal.
2.7. The network address range must be used for devices in accordance with VSD's plan and do not have the right to change the system's parameters.
2.8. Have the obligation to answer questions, cooperate and provide original documents related to the transactions performed on the Online Communication Portal at the request of VSD.
2.9. Having the obligation to store digitally signed transactions generated during transaction creation or reporting on the Online Communication Portal according to the storage regulations for electronic documents. These services will be used in case of verification of digitally signed data with VSD.
2.10. Subject to VSD's inspection and supervision on issues related to Member's activities on the Online Communication Portal.
