Are Non-freely Transferable Shares Allowed to be Offered to the Public?

Currently, I hold a considerable amount of shares in company X, which is a public company. More than half of these shares are non-transferable, while the remainder are freely transferable. I would like to inquire whether I can offer all my shares to the public. Thank you.

Based on Clause 3, Article 13 of Decree 155/2020/ND-CP regarding the conditions for public offering of shares by shareholders of public companies, the provisions are as follows:

- The shares to be offered must be owned by the registered shareholder for the offering and must be freely transferable shares.

Therefore, you cannot offer non-freely transferable shares to the public but can only offer freely transferable shares if all conditions are met.
