Will the salary in Vietnam continue to increase by an additional 7% per year starting from 2025?
According to the latest information from the Government, starting from July 1, 2024, not only will the new salary regime be implemented, but there will also be adjustments to the salary levels in the salary scales, with an average increase of about 7% per year from 2025.
The additional 7% salary increase aims to compensate for inflation and contribute to an improvement aligned with GDP growth.
This policy of adjusting salaries to compensate for inflation will continue until the minimum salary in the public sector is equal to or higher than the minimum salary in Zone 1 of the business sector.

What are the conditions for granting an early salary increase to officials and public employees in Vietnam based on their excellent performance in performing their duties?
According to Article 3 of Circular 08/2013/TT-BNV (amended by Clause 6, Article 1 of Circular 03/2021/TT-BNV), the conditions for granting an early salary increase are as follows:
Early salary increase regime
1. Early salary increase regime based on outstanding performance:
a) Conditions and eligibility:
The individuals specified in Clause 1 Article 1 of this Circular must meet the two criteria specified in Clause 2 Article 2 of this Circular and have achieved outstanding performance in performing their duties, as determined by the competent authority in writing. If they have not reached the final salary level in their grade or position and as of December 31 of the year they are being considered for an early salary increase, they have a remaining period of less than 12 months to be eligible for a regular salary increase, they can be considered for an early salary increase of up to 12 months compared to the time specified in Point a, Clause 1, Article 2 of this Circular.

2. Early salary increase regime for officials, public employees, and employees who have submitted retirement notices:
Officials, public employees, and employees who have submitted retirement notices, if they meet the two criteria specified in Clause 2 Article 2 of this Circular during the period of maintaining their position, have not reached the final salary level in their grade or position, and have a remaining period of less than 12 months from the date of the retirement notice to the retirement date to be eligible for a regular salary increase as prescribed, they can be considered for an early salary increase of 12 months compared to the time specified in Point a, Clause 1, Article 2 of this Circular.

Therefore, the conditions for officials, public employees to be granted an early salary increase based on their excellent performance in performing their duties are as follows:
- Meeting the two criteria among the following:
+ For officials:
Criterion 1: Being evaluated and rated by the competent authority at a level from "task completion" or higher.
Criterion 2: Not having disciplinary violations such as reprimand, warning, demotion, or dismissal.
+ For public employees and employees :
Criterion 1: Being evaluated by the competent authority at a level from "task completion" or higher.
Criterion 2: Not having disciplinary violations such as reprimand, warning, or dismissal.
- Achieving outstanding performance in carrying out their duties, as recognized by the competent authority in writing.
- Not having reached the final salary level in their grade or position as of December 31 of the year they are being considered for an early salary increase, and having a remaining period of less than 12 months to be eligible for a regular salary increase.
Can officials and public employees in Vietnam be granted an early salary increase twice in a row?
According to Clause 3, Article 3 of Circular 08/2013/TT-BNV, the regime of early salary increase is as follows:

3. In the case where officials, public employees, and employees are eligible for both an early salary increase based on outstanding performance in performing their duties and an early salary increase when submitting retirement notices, they can choose one of the two early salary increase regimes specified in Clauses 1 and 2 of this Article.
Therefore, for officials, public employees who meet the conditions for both cases of early salary increase, they are not eligible for early salary increases twice in a row but can only choose one of the two early salary increase regimes to apply.
