Will members of Vietnam Communist Party be expelled from the Party for gambling?
Based on Clause 2, Article 49 of Regulation 69-QD/TW 2022 stipulating violations concerning the prevention of social evils:
Article 49. Violations of regulations on preventing social evils
[...]
- In cases where disciplinary action has been taken under Clause 1 of this Article but reoffens occur, or a first-time violation causes serious consequences, or any of the following violations occur, the discipline shall be in the form of a warning or dismissal (if holding a position):
a) Gambling or using narcotics or participating in other social evils.
[...]
- In case of violation of Clause 1, Clause 2 of this Article which causes very serious consequences or any of the following cases, discipline shall be in the form of expulsion:
a) Organizing the production, sale, or distribution of banned, harmful cultural products.
b) Illegally producing, storing, trading, transporting, or organizing the use of narcotics.
c) Using unlawful debt collection practices in any form.
d) Organizing, harboring, and mediating prostitution; organizing prostitution activities; providing protection for prostitution; exploiting business services for prostitution activities.
dd) Masterminding, initiating, organizing gambling in any form or having been penalized for gambling but continue to reoffend.
According to the above regulations, members of Vietnam Communist Party who gamble will face disciplinary action in the form of a warning or dismissal (if holding a position). In the case where gambling results in very serious consequences, the penalty will be expulsion from the Vietnam Communist Party.

What are the duties of members of Vietnam Communist Party?
Based on Article 2 of the Charter of the Communist Party of Vietnam 2011, the duties of a member of the Communist Party of Vietnam are as follows:
- Absolutely loyal to the revolutionary ideals and goals of the Party, strictly comply with the Party’s Political Program, Charter, resolutions, directives, and the law of the State; fulfill assigned tasks well; absolutely obey the Party's assignments and deployments.
- Continuously study and train to improve knowledge, work capacity, political quality, and revolutionary ethics; live a healthy lifestyle; fight against individualism, opportunism, localism, bureaucracy, corruption, wastefulness, and other negative manifestations. Follow the Central Committee's regulations on things Party members are prohibited from doing.
- Maintain close ties with the people, respect and promote the people’s right of mastery; care for the material and spiritual life and protect the legitimate rights of the people; actively participate in public work, social work at the workplace and residence; advocate for family and the public to implement the Party’s policies and State laws.
- Participate in building, protecting the Party's policies and organization; obey discipline, preserve unity within the Party; regularly criticize and self-criticize honestly with the Party; develop Party membership; attend Party meetings and pay Party fees accordingly.
What are rights members of Vietnam Communist Party?
Based on Article 3 of the Charter of the Communist Party of Vietnam 2011, members of the Communist Party of Vietnam have the following rights:
[1] To be informed and discuss issues regarding the Political Program, the Charter, the Party's policies, lines, and strategies; and to vote on Party matters.
Monthly, under the guidance of the Central Propaganda Commission and higher-level Party committees, Party committees at all levels must inform Party members about the situation and tasks of the agency or unit; the Party’s policies and the State's laws, domestic and world news relevant to the tasks and characteristics of the Party organization and its members, to enhance understanding and enable Party members to fulfill their duties well.
[2] Nominate, propose, and elect members to the leadership bodies at all Party levels as prescribed by the Central Committee.
[3] Criticize, and question the activities of Party organizations and members at all levels within their organizational scope; report and make recommendations to responsible authorities and request responses.
Party members can criticize, question, report, or recommend directly or in writing within the Party's organizational scope about the activities of Party organizations and members at all levels; things related to the function, mission, authority of the Party organization, or the responsibilities and duties, ethical qualities of Party members; must be responsible to the Party organization for their opinions.
Upon receiving criticism, questions, reports, or recommendations, Party organizations and members must respond within their authority, no later than 30 working days for grassroots organizations and members, 60 working days for district, provincial, and equivalent levels, 90 working days for the Central level.
For complex cases that require extended time beyond the stipulated period, reasons must be given to the Party organization and members.
[4] Present opinions when the Party organization evaluates, decides on work, or enforces discipline on them.
