On December 22, 1944, at 5 PM, the Establishment Ceremony of the Army was held in a forest located between the two communes Tran Hung Dao and Hoang Hoa Tham (now part of Tam Kim commune, Nguyen Binh district, Cao Bang province). Comrade Vo Nguyen Giap, representing the Association, declared the establishment of the Vietnam Propaganda Liberation Army and outlined the tasks of the Army.
The Vietnam Propaganda Liberation Army consisted of 34 members, with Comrade Hoang Sam as its Leader, Comrade Xich Thang (also known as Duong Mac Thach) as the Political Commissar, and Comrade Hoang Van Thai responsible for planning and intelligence. The Army was organized into 3 squads.

What does the people's armed forces in Vietnam include?
Pursuant to Article 23 of the 2018 Law on National Defense stipulating the components and tasks of the people's armed forces:
Article 23. Components and tasks of the people's armed forces
- The people's armed forces include the People's Army, the People's Public Security, and the Militia and Self-Defense Forces.
- The people's armed forces are absolutely loyal to the Fatherland, the People, the Communist Party, and the State; they are responsible for being ready to fight, fighting, serving warfare, protecting the independence, sovereignty, unity, territorial integrity of the Fatherland, national security, maintaining order, social safety; protecting the People, the Communist Party, the State, socialist policies, and revolutionary achievements; and cooperating with all the people to build the nation and fulfill international obligations.
Thus, the people's armed forces include the People's Army, the People's Public Security, and the Militia and Self-Defense Forces.
In what cases are the people's armed forces in Vietnam used?
Pursuant to Article 24 of the 2018 Law on National Defense on the principles of operation and cases of utilization of the people's armed forces:
Article 24. Principles of operation and cases of utilization of the people's armed forces
- The operation of the people's armed forces must comply with the Constitution, laws, and international treaties to which the Socialist Republic of Vietnam is a party; under the leadership of the Vietnamese Communist Party, directive authority of the State President, and unified management of the Government of Vietnam.
- Cases of utilizing the people's armed forces are regulated as follows:
a) In a state of war, national defense emergency situations are executed under the order of the State President and other relevant legal regulations;
b) In the execution of martial law, curfew orders are carried out in accordance with this Law and other relevant legal regulations;
c) In emergencies due to disasters, dangerous epidemics, or situations seriously threatening national security, public order, and social safety, implementation is based on the law on emergencies and other relevant legal regulations;
d) When there is a threat to national security, public order, and social safety, not yet to the extent of declaring an emergency, actions are taken according to national security law and other relevant legal regulations;

Thus, the people's armed forces are utilized in the following cases:
- In states of war, national defense emergencies as directed by the President and other relevant legal regulations
- During the implementation of martial law, curfews following the provisions of this Law and other relevant regulations
- In emergencies due to disasters, dangerous epidemics, or serious threats to national security, public order, and social safety, following the regulations on emergencies and other relevant legal frameworks
- When there is a threat to national security, public order, and social safety but not to the extent of an emergency, according to national security laws and other relevant regulations
- When participating in activities contributing to peace protection in the region and worldwide, as decided by the National Defense and Security Council
- When complex situations arise concerning national security, public order, and social safety; combating and preventing crime; participating in prevention, combating, overcoming incidents, natural disasters, epidemics, the utilization of the armed forces is regulated by the Government of Vietnam
