Who Prescribes the Procedures and Protocols for Determining Provincial Administrative Boundaries?

Based on Clause 1, Article 29 of the 2013 Land Law regulating administrative boundaries as follows:

the Government of Vietnam directs the determination of administrative boundaries, the preparation, and management of administrative boundary records at all levels nationwide.

The Minister of Home Affairs provides regulations on the procedures and processes for determining administrative boundaries, managing boundary markers, and administrative boundary records at all levels.

The Minister of Natural Resources and Environment provides regulations on technical standards and economic-technical norms in the marking of administrative boundaries, and the preparation of administrative boundary records at all levels.

Thus, it can be seen that the Minister of Home Affairs regulates the procedures and processes for determining administrative boundaries at all levels, including the provincial level.
