Who is the commander of firefighting and rescue operations in the People's Public Security in Vietnam?

Clause 1 Article 13 of Circular 140/2020/TT-BCA stipulates that the commanders of firefighting and rescue operations in the People's Public Security include individuals holding the following positions:

- Director and Deputy Director of the Firefighting and Rescue Police Department;

- Director and Deputy Director of the Provincial or Central City Police (referred to as Provincial Police);

- Head and Deputy Head of the Firefighting and Rescue Police Department;

- Chief and Deputy Chief of Police in districts where there are Firefighting and Rescue Police Teams;

- Team Leader and Deputy Team Leader of the Firefighting and Rescue Task Force; Team Leader and Deputy Team Leader of the Firefighting and Rescue Area; Team Leader and Deputy Team Leader of the Firefighting and Rescue Police Team on rivers under the Firefighting and Rescue Police Department;

- Team Leader and Deputy Team Leader of the Firefighting and Rescue Police Team under the district-level Police.

What are the duties of the Team Leader of the Local Firefighting and Rescue Team in Vietnam?

According to the above regulations, the Leader of the Local Firefighting and Rescue Team is one of the commanders of firefighting and rescue operations in the People's Police.

Article 14 of this Circular specifies the duties for all commanders of firefighting and rescue operations as follows:

1. Implement the tasks stipulated in Article 22 Section 1 of Decree No. 136/2020/NĐ-CP dated November 24, 2020, of the Government, which details certain provisions and measures for the implementation of the Law on Fire Prevention and Fighting and the Law Amending and Supplementing Certain Articles of the Law on Fire Prevention and Fighting, and Article 17 of Decree No. 83/2017/NĐ-CP dated July 18, 2017, of the Government, which regulates the search and rescue work of the firefighting force (referred to as Decree No. 83/2017/NĐ-CP).

2. Decide on the establishment of command and advisory boards for firefighting and rescue operations as stipulated in Article 16 and Article 17 of this Circular to serve the command and management of firefighting and rescue activities.

3. Decide on the main attack direction and the deployment of forces and resources for firefighting and rescue operations; implement steps to carry out firefighting and rescue measures, techniques, and tactics.

4. Divide firefighting and rescue areas; designate and assign tasks to the commanders of firefighting and rescue areas.

5. Organize the implementation of measures to ensure the safety of personnel and vehicles involved in firefighting and rescue operations.

6. Organize the provision of conditions for firefighting and rescue operations.

7. Regularly compile the situation and results of firefighting and rescue organization work to timely report to higher-level leadership as prescribed.

8. Provide information to the media on the situation and results of firefighting and rescue operations as required.

Therefore, the Team Leader of the Local Firefighting and Rescue Team will also have the above-mentioned tasks.
