Based on Article 2 of Circular 92/2021/TT-BTTTT, which regulates the fees for recruitment, promotion exams, promotion of civil servants, and public employees ranks as follows:
Article 2. Fee payers
1. Individuals who meet the conditions and criteria for participating in the recruitment or selection of civil servants, and public employees must pay fees as prescribed in this Circular.
2. Fee payers must pay the fees according to the summons notice of the Recruitment Council or the Upgrading Exam Council for civil servants, and public employees.

What is the declaration and payment of fees for recruitment, promotion exams, promotion of civil servants, and public employees ranks in Vietnam?
Based on Article 5 of Circular 92/2021/TT-BTTTT, which regulates the declaration and payment of fees for recruitment, promotion exams, promotion of civil servants, and public employees ranks as follows:
Article 5. Declaration and payment
1. By the 5th of each month at the latest, the fee collection organization must transfer the amount of fees collected in the previous month to the pending payment account of the state budget at the State Treasury.
2. The fee collection organization shall declare and pay the amount of fees collected on a monthly basis and settle the annual accounts as prescribed in the Law on Tax Administration and Decree No. 126/2020/NĐ-CP dated October 19, 2020 of the Government, which details some provisions of the Law on Tax Administration.
