Who is issued the Vietnamese People's Army officer identification card? What are the card's purposes?

Based on Article 1 of Decree 130/2008/ND-CP, the regulations are as follows:

Vietnamese People's Army Officer Identification Card

1. The Vietnamese People's Army Officer Identification Card (hereinafter referred to as the Officer Identification Card) is only issued to officers of the Vietnamese People's Army who are currently serving in the military.

2. The Officer Identification Card is issued for the following purposes:

a) To certify that the holder is an officer currently serving in the Vietnamese People's Army;

b) To facilitate their participation in combat operations, safeguarding the socialist homeland of Vietnam, and carrying out civil transactions;

c) To assist in the management of officers.

According to these regulations, the officer identification card is issued to officers of the Vietnamese People's Army who are currently serving in the military, with the following purposes:

- To certify that the holder is an officer currently serving in the Vietnamese People's Army.

- To facilitate their participation in combat operations, safeguarding the socialist homeland of Vietnam, and conducting civil transactions.

- To assist in the management of officers.

When is the Vietnamese People's Army officer identification card revoked?

According to Article 3 of Decree 130/2008/ND-CP, the regulations for reissuing, changing, and revoking the officer identification card are as follows:

Reissuing, Changing, and Revoking the Vietnamese People's Army officer Identification Card

1. The officer identification card is reissued in case of loss, changed in case of damage or expiration, or can be changed in the following aspects:

a) Name, date, month, year of birth, ethnicity, permanent residence registration.

b) When there is a promotion or demotion in the officer's military rank, such as from Second Lieutenant to First Lieutenant, Captain, or General.

2. The officer identification card must be revoked in the following cases:

a) When the officer's identification card is changed.

b) When the officer ceases to serve in the military; transitions to a professional soldier or a defense official; or has their officer rank stripped due to disciplinary actions.

As regulated above, the Vietnamese People's Army officer identification card must be revoked in the following cases:

- When the Vietnamese People's Army officer's identification card is changed.

- When the officer ceases to serve in the military; transitions to a professional soldier or a defense official; or has their officer rank stripped due to disciplinary actions.

Based on Article 17 of Circular 218/2016/TT-BQP, the information on the Vietnamese People's Army officer identification card is as follows:

1. Front of the Vietnamese People's Army officer Identification Card

a) Number: An 8-digit officer identification number.

b) Full name: Last name, middle name, first name as stated in the birth certificate, in uppercase letters with proper accents.

c) Rank: From Second Lieutenant to Captain, indicating the officer's rank; for Major and General, indicating the current officer rank.

d) Issuing unit: For General's officer identification card, it states "Ministry of National Defense"; for Captain and Second Lieutenant's officer identification card, it states the name of the unit under the Ministry of National Defense.

e) Date: Date of issuance of the officer identification card.

g) Photo: As regulated in Section c, Clause 1, Article 4 of this Circular.

h) Expiration date: As regulated in Clause 1, Article 14 of this Circular.

2. Back of the Vietnamese People's Army officer Identification Card

a) Date of birth: As stated in the birth certificate.

b) Ethnicity: The ethnic group as per legal regulations.

c) Hometown: Village, ward, town; district, urban district, city under the province; province, centrally-run city.

d) Place of permanent residence: The place registered as the permanent residence of the family; if not registered, then it is based on the permanent residence of the spouse, children, or legal guardians; for administrative divisions at the commune level or higher, it states hamlet, village, commune, etc.; for town or city, it states house number, lane, alley, street, ward, etc.

e) Physical characteristics: Height and specific features as regulated in Section a, Clause 2, and Clause 3, Article 4 of this Circular.

f) Blood type: As regulated in Section a, Clause 1, Article 4 of this Circular.
