Who is eligible to receive the Communist Party Badge in Vietnam?
Based on Subsection 18.1, Section 18 of Guideline 01-HD/TW 2021 regarding awarding the Communist Party Badge:
18. Awarding the Communist Party Badge
18.1. Party members with 30, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90 years of membership are considered for the Communist Party Badge award.
Party members who are seriously ill are considered for early awarding of the 30, 40, 45, 50, 55, 60, 65-year membership badges, but the early award period must not exceed 12 months prior to the stipulated time; for the 70, 75, 80, 85, 90-year membership badges, the early award period must not exceed 24 months prior to the stipulated time.

Thus, Party members with 30, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90 years of membership are considered for the Communist Party Badge award.
Additionally, Party members who are seriously ill are considered for early awarding of the 30, 40, 45, 50, 55, 60, 65-year membership badges, but the early award period must not exceed 12 months prior to the stipulated time; for the 70, 75, 80, 85, 90-year membership badges, the early award period must not exceed 24 months prior to the stipulated time.
Deceased Party members are considered for posthumous awarding of the Communist Party Badge early, but the consideration for early posthumous awarding must not exceed 12 months prior to the stipulated time.

Based on Section 4 of Guideline 56-HD/VPTW 2015 regarding the bonus accompanied by the Communist Party Badge:
IV- BONUS AWARDED WITH THE COMMEMORATIVE MEDAL AND PARTY BADGE FOR PARTY MEMBERS
1- Bonus awarded with the commemorative medal
Individuals awarded the commemorative medal of the sector by central agencies shall receive a certificate and a bonus equal to 0.6 times the statutory pay rate.
2- Bonus awarded with the Communist Party Badge
- 30-year Party membership badge: bonus equal to 1.5 times the statutory pay rate.
- 40-year Party membership badge: bonus equal to 2.0 times the statutory pay rate.
- 50-year Party membership badge: bonus equal to 3.0 times the statutory pay rate.
- 55-year Party membership badge: bonus equal to 3.5 times the statutory pay rate.
- 60-year Party membership badge: bonus equal to 5.0 times the statutory pay rate.
- 65-year Party membership badge: bonus equal to 6.0 times the statutory pay rate.
- 70-year Party membership badge: bonus equal to 8.0 times the statutory pay rate.
- 75-year Party membership badge: bonus equal to 10.0 times the statutory pay rate.
- 80-year Party membership badge: bonus equal to 15.0 times the statutory pay rate.
The bonus accompanied by the Communist Party Badge is prescribed as follows:
- 30-year Party membership badge: bonus equal to 1.5 times the statutory pay rate, 3,510,000 VND.
- 40-year Party membership badge: bonus equal to 2.0 times the statutory pay rate, 4,680,000 VND.
- 50-year Party membership badge: bonus equal to 3.0 times the statutory pay rate, 7,020,000 VND.
- 55-year Party membership badge: bonus equal to 3.5 times the statutory pay rate, 8,190,000 VND.
- 60-year Party membership badge: bonus equal to 5.0 times the statutory pay rate, 11,700,000 VND.
- 65-year Party membership badge: bonus equal to 6.0 times the statutory pay rate, 14,040,000 VND.
- 70-year Party membership badge: bonus equal to 8.0 times the statutory pay rate, 18,720,000 VND.
- 75-year Party membership badge: bonus equal to 10.0 times the statutory pay rate, 23,400,000 VND.
- 80-year Party membership badge: bonus equal to 15.0 times the statutory pay rate, 35,100,000 VND.
When does the Central Executive Committee of the Vietnam Communist Party convene the national delegate congress?
According to Article 15 of the Charter of the Communist Party of Vietnam 2011:
Article 15.
The National Representative Congress is regularly convened by the Central Executive Committee once every five years; it may be convened earlier or later, but not exceeding one year.
The congress evaluates the results of the implementation of the resolution of the past term; determines the Party's directions and policies for the upcoming term; supplements and amends the Political Platform and the Party Charter if necessary; elects the Central Executive Committee. The number of official and alternate Central Committee members is decided by the Congress.
The Central Executive Committee considers transitioning alternate Central Committee members who meet the conditions to replace official members when vacant.

According to the above regulation, the Central Executive Committee of the Vietnam Communist Party convenes the National Representative Congress regularly every five years; it may be convened earlier or later but not exceeding one year.
