- Approve the election, dismissal, or removal of district-level People's Committee Chairmen and Vice-Chairmen; mobilize, suspend, or dismiss district-level People's Committee Chairmen and Vice-Chairmen; assign the acting Chairman of the district-level People's Committee in the case the position is vacant between two sessions of the district-level People's Council; request district-level People's Committee Chairmen to suspend or dismiss subordinate district People's Committee Chairmen or Vice-Chairmen who fail in their duties or violate the law; appoint, dismiss, mobilize, reward, or discipline officials and public employees within the scope of management as prescribed by law;

In the event that there is a vacancy in the position of the district-level People's Committee Chairman between two sessions of the district-level People's Council, the Chairman of the Provincial People's Committee has the authority to assign someone to act as the district-level People's Committee Chairman and sign documents under the authority of the district-level People's Committee Chairman.
Thus, the person assigned as the acting district-level People's Committee Chairman is authorized to sign documents under the authority of the district-level People's Committee Chairman when the position is vacant.

What are the duties and powers of the district-level People's Committee Chairman in Vietnam?
According to Article 29 of the Law on Organization of Local Government 2015, the duties and powers of the district-level People's Committee Chairman are stipulated as follows:
- Lead and direct the work of the People's Committee, its members, and specialized agencies under the district-level People's Committee.
- Approve the election, dismissal, or removal of commune-level People's Committee Chairmen and Vice-Chairmen; mobilize, suspend, or dismiss commune-level People's Committee Chairmen and Vice-Chairmen; assign acting commune-level People's Committee Chairmen in the case of vacancies between sessions of the commune-level People's Council; appoint, dismiss, mobilize, reward, or discipline officials and public employees within the scope of management as prescribed by law.
- Lead and direct the implementation of constitutional, legal, state agency documents of higher levels, the resolutions of People's Councils, and decisions of district-level People's Committees; ensure national defense, security, social order, and safety; protect the assets of agencies, organizations, safeguard the lives, freedoms, honor, dignity, property, rights, and legitimate interests of citizens; implement measures for population management within the district.
- Lead and be responsible for the operation of the state administrative system from the district to grassroots levels, ensuring the unity and smoothness of the administration; direct administrative reform and public service reform in the local state administrative system.
- Suspend or annul illegal documents issued by specialized agencies under the district-level People's Committee and illegal documents from commune-level People's Committees or Chairmen. Suspend the enforcement of illegal documents of the commune-level People's Council, report to the district-level People's Committee to propose annulment.
- Direct commune-level People's Committee Chairmen; authorize Vice-Chairmen of the district-level People's Committee or heads of specialized agencies under the district-level People's Committee to perform duties and powers within the competence of the district-level People's Committee Chairman.
- Manage and effectively organize the use of public offices, properties, work facilities, and the state budget allocated to the district as prescribed by law.
- Organize inspection, examination, the resolution of complaints, denunciations, handling of legal violations, and citizen reception as prescribed by law.
- Direct the implementation of environmental protection measures, fire and explosion prevention; direct and apply measures to solve urgent tasks related to natural disaster prevention, epidemic, security, order, and social safety in the district as prescribed by law.
- Perform tasks and powers assigned or delegated by superior state agencies.
What is the organizational structure of the district-level People's Committee in Vietnam?
Pursuant to Article 27 of the Law on Organization of Local Government 2015, the organizational structure of the district-level People's Committee is as follows:
[1] The district-level People's Committee consists of the Chairman, Vice-Chairmen, and members.
- A type 1 district-level People's Committee has no more than three Vice-Chairmen; type 2 and type 3 districts have no more than two Vice-Chairmen.
- Members of the district-level People's Committee include the heads of specialized agencies under the district-level People's Committee, military affairs members, and police affairs members.
