Who Has the Authority to Sign International Agreements on Behalf of the State?
Article 8 of the International Agreement Law 2020 (Effective from July 1, 2021) stipulates the authority to decide the signing of international agreements on behalf of the State, the Government of Vietnam as follows:
- The President decides the signing of international agreements on behalf of the State.
- The Prime Minister of the Government of Vietnam decides the signing of international agreements on behalf of the Government of Vietnam.
Thus, international agreements on behalf of the State will be decided upon for signing by the President.
