Pursuant to Clause 1, Article 10 and Clause 1, Article 8, Clause Article 9, Circular 07/2020/TT-BKHDT stipulating authority to decide on organizing conferences, seminars, and meetings containing state secrets in the field planning, investment and statistics:
In cases where there is no foreign element, the person competent to provide and transfer state secrets according to each level of confidentiality decides on the organization of conferences, seminars and meetings.
- Persons with authority to decide to organize conferences, seminars, and meetings containing state secrets of the "Top Secret" level:
+ Minister of Planning and Investment.
+ Heads of General Departments, Departments, Departments and equivalents under the Ministry, except heads of public service units.
- Persons with authority to decide to organize conferences, seminars, and meetings with state secrets of the "Secret" level:
+ Minister of Planning and Investment.
+ Head of General Department, Department, Department and equivalent under the Ministry.
+ The head of a public service unit under the Ministry; Head of the unit under the General Statistics Office.
+ Heads of Departments of Planning and Investment of provinces and centrally run cities.
- Persons with authority to decide to organize conferences, seminars, and meetings containing state secrets classified as "Confidential":
+ Minister of Planning and Investment.
+ Head of General Department, Department, Department and equivalent under the Ministry.
+ The head of a public service unit under the Ministry; Head of the unit under the General Statistics Office.
+ Heads of Departments of Planning and Investment of provinces and centrally run cities.
+ Heads of departmental units of units under and under the Ministry.
+ Heads of department-level units under the Department of Planning and Investment of provinces and centrally run cities.
- In case there is a foreign element, the person competent to provide and transfer state secrets according to each level of confidentiality specified in Clause 1, Article 9 of this Circular shall decide on the organization of conferences, seminars and meetings”:
+ The Prime Minister decides to provide and transfer state secrets of the "Top Secret" level.
+ The Minister of Planning and Investment decides to provide and transfer state secrets of "Secret" and "Confidential" levels within the scope of management.

What are the means and equipment used in conferences, seminars, and meetings containing state secrets in the fields of planning, investment and statistics?
Pursuant to Clause 4, Article 10 of Circular 07/2020/TT-BKHDT regulating means and equipment used in conferences, seminars and meetings containing state secrets in the fields of planning, investment and statistics:
- Conferences, seminars, and meetings with state secret content must use wired microphones and facilities and equipment that are inspected for security and safety by the Ministry of Public Security and Provincial Police before installation except for vehicles and equipment equipped by the cipher forces. In cases where conferences, seminars, or meetings with state secret content are organized via online television, the transmission line must be protected according to the law on ciphers.
- Attendees are not allowed to bring devices with the function of receiving, transmitting signals, recording audio or video into conferences, seminars or meetings containing state secrets of the "Top Secret" or "Secret" level. For conferences, seminars, and meetings with state secret content of the "Confidential" level, the use of facilities and equipment is carried out at the request of the host.
- In case of necessity, the unit hosting a conference, seminar, or meeting with state secret content shall decide to use technical means and equipment to prevent intrusion activities and collect information from outside parties; Use means and equipment to record audio and video for work purposes.
