According to Article 2 of the Ordinance on Veterans and the Vietnam Veterans Association in 2005, veterans are defined as follows:

Veterans

Veterans are citizens of the Socialist Republic of Vietnam who have participated in armed units fighting against foreign invasion for national liberation, performed international missions, contributed to the construction and defense of the homeland, and have retired, changed careers, been discharged, including:

- Officers and soldiers who participated in armed units organized by the Communist Party of Vietnam before the August Revolution in 1945.

- Officers and soldiers of the Vietnam People's Army, regular troops, local troops, border guards, and special forces who have participated in the resistance against foreign invasion, protecting the homeland, and performing international missions.

Veterans include the following entities:

- Officers and soldiers who participated in armed units organized by the Communist Party of Vietnam before the August Revolution in 1945.

- Officers and soldiers of the Vietnam People's Army, regular troops, local troops, border guards, and special forces who have participated in the resistance against foreign invasion, protecting the homeland, and performing international missions.

- Officers and soldiers, militia, self-defense forces, guerillas, and members of armed units in temporarily occupied enemy areas who have participated in the fight against foreign invasion to protect the homeland.

- Defense industry workers who have participated in combat or served in combat to protect the homeland.

- Officers and soldiers of the Vietnam People's Army, militia, self-defense forces who have participated in combat, directly served in combat, professional officers, and soldiers who have fulfilled their duties during the period of construction and defense of the homeland.

According to Article 5 of Decree 150/2006/ND-CP (amended by Clause 2 of Article 1 of Decree 157/2016/ND-CP), the benefits of veterans are regulated as follows:

Benefits of Veterans

1. Veterans who are classified as individuals who have made contributions to the revolution are entitled to preferential treatment as stipulated by the law on preferential treatment for those who have made contributions to the revolution.

2. Veterans are given priority in job creation, land allocation, forest allocation, and water surface allocation for production, business activities, and participation in socio-economic development projects:

a) The sequence, procedures, and authorities for land allocation, forest allocation, and water surface allocation shall be carried out in accordance with the planning of the central government, local authorities, and regulations on land;

b) When allocated land, forest, or water surface, veterans have the responsibility to manage, exploit, and utilize them in accordance with the law.

Therefore, in 2024, veterans are entitled to the following benefits:

- Veterans classified as individuals who have made contributions to the revolution are entitled to preferential treatment as stipulated by the law on preferential treatment for those who have made contributions to the revolution. To be specific:

+ Monthly allowance, monthly subsidy, lump-sum subsidy;

+ Health rehabilitation care;

+ Provision of assistance means, orthopedic appliances, necessary rehabilitation equipment as prescribed by the labor - war invalids and social affairs sector or provincial-level hospitals;

+ Priority in enrollment and job creation;

+ Support for pursuing higher education at national education system institutions;

+ Support for improving housing based on individual contributions and circumstances or in case of housing difficulties;

+ Exemption or reduction of land use fees when allocated residential land, changing the purpose of land use to residential, recognizing the right to use state-owned housing;

+ Priority in land allocation or lease, water surface allocation, coastal water surface allocation; priority in forest protection and development concessions;

+ Access to preferential loans for production and business activities;

+ Exemption or reduction of taxes as prescribed by the law.

- Veterans are given priority in job creation, land allocation, forest allocation, and water surface allocation for production, business activities, and participation in socio-economic development projects;

- The state encourages veterans to establish cooperatives, limited liability companies, joint-stock companies, and enterprises to receive land, forests, water surfaces, and participate in socio-economic development projects in accordance with the law.

- Veterans of working age are given priority in vocational training, job creation, and employment in suitable organizations, institutions, and units based on their health and professional training, as well as labor export.

- Veterans classified as poor according to government regulations are entitled to the following benefits:

+ Priority issuance of health insurance cards and access to healthcare services under the health insurance scheme;

+ Priority access to preferential funding from the social policy bank for production, business, and service activities to alleviate poverty; local authorities and the social policy bank are responsible for creating conditions for veterans to access preferential loans as prescribed by the law.

- Veterans who participated in the resistance before April 30, 1975, or in the war to protect the country, international missions in Cambodia, or assistance to Laos after April 30, 1975, are entitled to healthcare insurance benefits according to the law on healthcare insurance. When they pass away, they are entitled to funeral expenses according to the current social insurance regulations.

- Veterans who are lonely, without support, and without income after reaching retirement age can be prioritized for care and support in social care centers upon confirmation by the local authorities and the local Veterans' Association; veterans are provided with legal assistance as prescribed by the law.

- When a veteran passes away, the local authorities, organizations, units, and the Veterans' Association collaborate with the family to organize the funeral.

- Veterans working in organizations involved in Veterans' Associations are sent for training and development according to current regulations and are eligible to participate in the selection process for training institutions at the central and local levels to enhance their qualifications to meet the requirements of the Veterans' Association's tasks.

- Veterans are entitled to other benefits as prescribed by the law.

What is the traditional day for veterans in Vietnam?

Based on Article 4 of the Ordinance on Veterans and the Vietnam Veterans Association in 2005, the traditional day for veterans is determined. The traditional day for veterans is December 6th every year.

The traditional day for veterans aims to:

- Honor and recognize the significant contributions of veterans in the wars of resistance against foreign aggression, national liberation, international missions, nation-building, and defense. It reflects the principle of remembering the roots of our nation.

- Encourage the younger generations of veterans to uphold and promote the traditions of the "Uncle Ho's Soldiers," actively contribute to the cause of nation-building and defense. They serve as role models in life and shining examples in educating the younger generation.

- Timely organize activities to commemorate the traditional day of veterans, promote awareness about veterans and the Vietnam Veterans Association, organize meetings and visits to veterans who are facing difficulties, and other activities to encourage and support them.
