Explanation of Terms
In this Regulation, the following terms are understood as follows:
1. Political theory training is the process of transmitting and absorbing the system of political theory knowledge; consolidating the world outlook, outlook on life, scientific and revolutionary methodology of Marxism-Leninism, Ho Chi Minh's thought, the Party's viewpoints and orientations, state policies and laws; raising awareness and political integrity, consolidating faith in the Party, State and the socialist regime; raising the vision, thinking, methods, and leadership, management and practical application skills for the cadre. Political theory training consists of three levels: Elementary, Intermediate and Advanced.

+ Consolidating the world outlook, outlook on life, scientific and revolutionary methodology of Marxism-Leninism, Ho Chi Minh's thought, the Party's viewpoints and orientations, state policies and laws;
+ Raising awareness and political integrity, consolidating faith in the Party, State and the socialist regime;
+ Raising the vision, thinking, methods, and leadership, management and practical application skills for the cadre.
Who are the subjects to be trained in elementary political theory in Vietnam?
Pursuant to Clause 1 Article 4 of the Regulation 57-QĐ/TW in 2022 stipulating subjects to be trained in elementary political theory in Vietnam as follows:
- Members of the Communist Party of Vietnam; members of the Vietnam Youth Union and other political and social organizations at the grassroots level.
- Civil servants at the commune level (excluding the police chief and the military commander at the commune level).
- Unpaid staff at the commune level, in hamlets and residential areas, and other subjects who are willing and meet the general requirements.
Who are the subjects to be trained in intermidiate political theory in Vietnam?
Pursuant to Clause 1 Article 5 of the Regulation 57-QĐ/TW in 2022 stipulating subjects to be trained in intermidiate political theory in Vietnam as follows:
- Cadres, civil servants, and public servants:
+ Members of the Party Committee at the commune level; chairman, vice chairman of the People's Council, People's Committee; head, deputy head of the Vietnam Fatherland Front, political and social organizations at the commune level.
+ Deputy heads of departments and deputy heads of units equivalent to departments of districts, provinces; deputy head of departments (units equivalent to departments) under economic groups, state-owned corporations.
+ Deputy heads of departments (units equivalent to departments) in the central government.
- Military officers;
- Military commander of the military command at the commune level, commander at the battalion level;
- Deputy commander, deputy chief of staff, political commissar, deputy military command at the district level;
Deputy chief of staff, deputy political commissar of the regiment;
- Leaders of departments (divisions) of brigades, divisions, military commands, border guards at the provincial level (equivalent);
- Officers planning those positions.
- Police officers:
+ Team leader, police chief at the commune level, battalion commander, deputy team leader, deputy police chief at the commune level, deputy battalion commander and equivalent;
+ Deputy heads of departments, deputy police chiefs at the district level, deputy brigade commanders and equivalent. Officers planning those positions.
- Cadres who have held the rank and grade of professional and equivalent for 6 years;
+ Positions and positions of employment as prescribed must have a junior college degree in political theory and be in the junior college reserve (equivalent);
+ Political theory lecturers at schools and centers with the task of training political theory.
Who are the subjects to be trained in advanced political theory in Vietnam?
Pursuant to Clause 1 Article 6 of the Regulation 57-QĐ/TW in 2022 stipulating subjects to be trained in advanced political theory in Vietnam as follows:
- Cadres, civil servants, and public servants:
+ Heads of departments (units equivalent to departments) at the district and provincial levels.
+ Members of the Party Committee at the district level or higher; members of the Party Committee at the provincial level, leaders of departments, ministries, sectors, the Vietnam Fatherland Front, political and social organizations, public service units at the provincial level.
+ Heads of departments (units equivalent to departments) or higher of the ministries, sectors, the Vietnam Fatherland Front, political and social organizations, public service units, and party committees affiliated to the Central Committee;
+ Members of the Party Committee, board of directors, board of members (directors), heads of departments (units equivalent to departments) in economic groups, state-owned corporations.
+ Deputy heads of departments (units equivalent to departments) in the central government.
+ Deputy heads of departments planning for heads of departments at the district and provincial levels.
- Military officers:
+ Commanders and political commissars of military commands at the district level;
+ Regiment commanders, political commissars and equivalent;
+ Commanders at the brigade, division, military command, border guard provincial level and equivalent;
+ Commanders of operational, strategic agencies;
+ Boards of directors of hospitals, research institutes, presidents, boards of directors of companies (corporations) of enterprises under the Ministry of Defense.
- Police officers:
+ Heads of departments, police chiefs at the district level, brigade commanders and equivalent or higher;
+ Officers planning for those positions.
+ Deputy heads of departments (equivalent) of the bureau (equivalent) under the Ministry of Public Security.
- Cadres who have held the rank and grade of senior professional and equivalent for 4 years; positions and positions of employment as prescribed must have a master's degree in political theory and be in the senior professional reserve (equivalent);
- Lecturers with 5 years of direct teaching of political theory at academies and schools with the task of training political theory.
