Based on Clause 1, Article 25 of Decree 70/2024/ND-CP, the cases for the issuance and reissuance of identity cards are as follows:
Cases for the issuance and reissuance of identity cards:
1. Identity cards shall be reissued in the following cases:
a) The identity card is damaged and cannot be used;
b) There is a change in the personal information on the identity card;
c) There is an error in the information on the identity card;
d) Vietnamese nationals who have not determined their nationality yet have a request;
e) The identity card has expired.
2. Vietnamese nationals who have not determined their nationality yet and have lost their identity card shall be issued a new one.

- Individuals whose identity cards are being held as specified in Clause 2 of Article 32 of Decree 70/2024/ND-CP shall have their identity cards returned when the temporary detention or imprisonment period ends, or when the decision to cancel the temporary detention or imprisonment is made; upon completion of the prison sentence, completion of the educational measures at correctional schools; completion of the decision to apply administrative sanction measures and placement in correctional schools, compulsory education institutions, or compulsory rehabilitation facilities.
