Based on the above regulation, the relatives of martyrs include biological parents, spouse, children (both biological and adopted), and individuals who have cared for martyrs. The term "martyr" includes:
- Individuals who participated in the revolution before January 1, 1945;
- Individuals who participated in the revolution from January 1, 1945, to the August Revolution in 1945;
- Martyrs;
- Vietnamese heroic mothers;
- Heroes of the People's Armed Forces;
- Heroes of Labor during the resistance war;
- War Invalids, including those recognized before December 31, 1993, as Category B disabled veterans;
- Individuals who receive policies similar to war invalids;
- Sick soldiers;
- Individuals who were exposed to chemical toxins during the resistance war;
- Individuals who participated in the revolution, resistance war, and national defense, performed international duties and were captured or imprisoned by the enemy;
- Individuals who participated in the national liberation, defense of the homeland, and international duties;
- Individuals who have made contributions to the revolution.

Depending on the specific target group, individuals with meritorious services to the revolution and their relatives are entitled to the following main preferential treatment:
1. Monthly allowances, monthly subsidies, one-time subsidies;
2. Other preferential regimes include:
a) Health insurance;
b) Health rehabilitation and nursing care;
c) Provision of assistive devices, orthopedic appliances, rehabilitative equipment, and necessary functional recovery equipment as prescribed by the labor - war invalids and social affairs sector or provincial-level hospitals.

As regulations above, the relatives of individuals with meritorious services to the revolution are entitled to the following benefits:
[1] Regime of monthly allowances, monthly subsidies, one-time subsidies;
[2] Other preferential regimes include:
- Health insurance;
- Health rehabilitation and nursing care:
+ Home-based health rehabilitation nursing: The amount is equal to 0.9 times the standard amount/person/time, equivalent to 1,849,500 VND, and is paid directly to the beneficiary.
+ Concentrated health rehabilitation nursing: The amount is equal to 1.8 times the standard amount/person/time, equivalent to 3,699,000 VND.
- Provision of assistive devices, orthopedic appliances, rehabilitative equipment, and necessary functional recovery equipment as prescribed by the labor - war invalids and social affairs sector or provincial-level hospitals;
- Priority in enrollment and job creation;
- Support for studying up to university level at national education system institutions;
- Support for improving housing based on merits and individual circumstances or in case of housing difficulties;
- Exemption or reduction of land use fees when assigned land for residential purposes, land use purpose change to residential, recognition of residential land use rights, or when purchasing state-owned residential houses;
- Priority allocation or lease of land and water surface, marine water surface; priority assignment of protection and development forests;
- Preferential loans for production and business activities;
- Tax exemption or reduction as prescribed by law.

Based on Article 7 of the Ordinance on Preferential Treatment for Individuals with Meritorious Services to the Revolution in 2020, the following prohibited acts are specified in the field of preferential treatment for individuals with meritorious services to the revolution, including:
- Making false declarations or forging documents to receive preferential treatment for individuals with meritorious services to the revolution and their relatives.
- Abusing positions and powers to violate regulations or cause harm to the interests of the State, the rights of individuals with meritorious services to the revolution, and the relatives of individuals with meritorious services to the revolution.
- Violating the principles of management and use of funds to ensure the implementation of policies and preferential regimes for individuals with meritorious services to the revolution, the relatives of individuals with meritorious services to the revolution, and the Gratitude and Repayment Fund.
- Exploiting the implementation of policies and preferential regimes for individuals with meritorious services to the revolution, and the relatives of individuals with meritorious services to the revolution to violate the law.
