Pursuant to Article 7 of Circular 02/2021/TT-BCA stipulating the form of handling:
Forms processing
1. For units violating the order:
a) Criticism;
b) Downgrading the annual emulation title;
c) Do not consider awarding annual emulation titles.
2. For officers and soldiers who violate orders:
a) Criticism;
b) Downgrading the annual emulation title;
c) Do not consider awarding annual emulation titles;
d) Classified as not completing the task;
d) Reprimand;
e) Warning;
g) Demotion in rank and salary;
h) Demotion and demotion;
i) Stripping of the title of People's Public Security.
Thus, if the People's Police violate the order, they will be handled in the following forms:
- Criticize;
- Downgrading the year's emulation title;
- No consideration for awarding annual emulation titles;
- Classified as not completing the task;
- Reprimand;
- Warning;
- Demotion in rank and salary;

7. In addition to the above cases of handling violations, officers and soldiers violate one of the acts related to protecting state secrets; Carry out assigned duties, work procedures, and working regulations; regime of information, reporting, issuing directives and orders and implementing directives and orders; inspection, testing; traffic order and safety; Illegally producing or counterfeiting People's Police uniforms, badges and numbers; Use the People's Police certificate, People's Police identification card, People's Police number and other issued documents to serve work; Using illegal drugs, gambling, superstitious activities, using wine, beer, and alcoholic substances; cultural behavior; Managing and using documents, weapons, explosives, support tools, evidence, professional means, and assets to the extent that disciplinary action must be taken from Reprimand to Stripping of the title of People's Public Security, implemented in accordance with the regulations of the Minister of Public Security on disciplining officers and soldiers of the People's Public Security.
Thus, officers and soldiers of the People's Public Security can be disciplined in the form of reprimand up to the loss of the title of People's Public Security in Vietnam when performing the following acts:
- Acts related to protecting state secrets
- Behaviors related to the performance of assigned duties, work processes, and working regulations.
- Behaviors related to the information reporting regime, giving instructions and orders and implementing instructions and orders.
- Acts related to inspection and examination.
- Behaviors related to traffic order and safety.
- Acts related to illegal production and counterfeiting of People's Police uniforms, badges and numbers
- Behaviors related to using People's Police certificates, People's Police identification cards, People's Police numbers and other issued documents to serve work.

What circumstances are considered aggravating and extenuating circumstances when being disciplined by officers and soldiers of the People's Public Security in Vietnam?
Pursuant to Article 10 of Circular 02/2021/TT-BCA regulating aggravating and mitigating circumstances including:
- Aggravating circumstances:
+ Has behavior or speech that obstructs, opposes or fails to comply with the inspection as requested by the Order Inspection Team;
+ Take advantage of positions and powers to violate or cover up, not handle violations or improperly handling violations according to regulations;
+ Violation many times during the year;
+ Not consciously admitting shortcomings, having the behavior of avoiding or concealing violations;
+ Untruthful reporting, preventing others from providing evidence of violations, hindering the verification and handling of violations, or threatening or repressing whistleblowers.
- Extenuating circumstances:
+ Proactively report your violations to the organization, voluntarily admit your shortcomings, be sincere, and clearly realize your mistakes;
+ Take action to prevent and reduce the consequences of violations; promptly overcome and repair;
+ Violation due to objective reasons;
+ Actively participate in organizations and movement activities of the unit, and have achievements that are rewarded.
Note: Aggravating circumstances and extenuating circumstances are one of the grounds to request an increase or decrease in handling level.
- In case the aggravating circumstances are greater than the mitigating circumstances, a form of handling one level higher than the form of handling of that act shall be applied;
- In case aggravating circumstances are less than extenuating circumstances, a form of handling one level lower than the form of handling of that act shall be applied.
