According to Article 19 of the 2023 Identification Law, individuals eligible for ID cards include:

[3] Harassing, causing difficulties, or engaging in discriminatory practices when handling administrative procedures related to identification, the National Population Database, and the Identification Database.
[4] Falsifying records, documents related to identification, information in the National Population Database, and the Identification Database; not providing, providing insufficient, inaccurate, or unlawful information and documents about identification or information in the National Population Database, and the Identification Database.
[5] Failing to perform the procedures for issuing ID cards when Vietnamese citizens are 14 years of age or older.
[6] Producing, deploying tools, devices, software, or performing other acts causing obstruction or disruption to the operations of the information infrastructure of the National Population Database, the Identification Database, the electronic identification and authentication system.
[7] Counterfeiting, altering, intentionally distorting the content of ID cards, electronic IDs, or ID certificates; unlawfully appropriating or using another person’s ID cards, electronic IDs, or ID certificates; renting, leasing, pawning, accepting pawn, destroying ID cards, or ID certificates; using counterfeit ID cards, counterfeit electronic IDs, or counterfeit ID certificates.
[8] Unauthorized access, alteration, deletion, dissemination, or performing other acts related to the processing of personal data in the National Population Database, the Identification Database, the electronic identification and authentication system.
[9] Illegally exploiting, sharing, buying, selling, exchanging, appropriating, or using the information, data in the National Population Database, the Identification Database, the electronic identification and authentication system.
