Which Individuals Are Included as Non-Specialized Trade Union Officers?
Pursuant to the provisions at Clause 5, Article 4 of the 2014 Trade Union Law:
Part-time trade union officers are individuals who work concurrently and are elected by the Trade Union Congress, the Trade Union Conference at all levels, or are appointed to positions from Deputy Head of the trade union group and above by the Trade Union Executive Committee.
At the same time, Clause 2, Article 24 of this Law stipulates:
Part-time trade union officers are allowed to use 24 working hours per month for the President and Vice-President of the grassroots trade union; 12 working hours per month for Executive Committee members, Head, and Deputy Head of the trade union group to perform trade union tasks and are paid by the employing unit. Depending on the scale of the agency, organization, or enterprise, the grassroots trade union Executive Committee and the employing unit may agree on additional time.
Combining these two provisions, part-time trade union officers are those who concurrently carry out trade union activities, specifically including positions such as: President, Vice-President of the grassroots trade union, Executive Committee member, Head, and Deputy Head of the trade union group.
Thus, all positions from Deputy Head of the trade union group and above can engage in trade union activities in a part-time capacity, depending on the organizational structure of each grassroots trade union.
