- Organizers: Central Executive Committee of the Communist Party of Vietnam, National Assembly, State President, Government of the Socialist Republic of Vietnam, Central Committee of the Vietnam Fatherland Front, and Dien Bien Province.

- Party and State leaders deliver commemorative speeches.

- Implementation: Dien Bien Province takes the lead in coordination with the Ministry of Defense, Ministry of Culture, Sports and Tourism, and other relevant agencies and units.

The content of the propaganda is as follows:

- Historical context, the French colonialists' conspiracy in the Navarre Plan; our Party's policy on launching the Dien Bien Phu Campaign; the progress and results of the campaign; the victories and achievements of our military and people in the resistance war against the French colonialists.

- The great historical significance and profound meaning of the Dien Bien Phu Victory for the nation and the era; affirming the bravery, intelligence, and creativity of our military and people, especially the correct and creative political, military, and diplomatic line of the Party and President Ho Chi Minh.
