Where was the Vietnam Propaganda Liberation Army?
On May 15, 1945, the Vietnam Propaganda Liberation Army and National Salvation Army met at a location behind the communal house of the Quang village, Dinh Bien commune, Dinh Hoa district, Thai Nguyen province.
Comrade Vo Nguyen Giap declared the unification of revolutionary armed organizations across the country into the Vietnam Liberation Army. The initial force of the Vietnam Liberation Army included 13 companies (unifying from the Vietnam Propaganda Liberation Army Teams, National Salvation Army Platoon) and armed teams concentrated in provinces and districts.
The establishment of the Vietnam Liberation Army marked a new maturity in the ideology and military directive of our Communist Party.

What are policies of the State on national defense in Vietnam?
Based on Article 4 of the 2018 National Defense Law stipulating the State's policies on national defense:
Article 4. State Policies on National Defense
- Consolidate and strengthen the all-people national defense, military power to build and firmly protect the Socialist Republic of Vietnam, contributing to maintaining peace in the region and the world.
- Exercise independence, sovereignty, unity, territorial integrity, including land, islands, seas, and airspace; implement policy of peace and self-defense; use legitimate and appropriate measures to prevent, deter, repel and defeat all conspiracies and acts of aggression.
- Conduct national defense diplomacy in line with the independent, autonomous, peaceful, friendly, cooperative, and developmental foreign policy; oppose war in all forms; be proactive and active in integration, expanding international cooperation, defense dialogue, creating an international environment conducive to the cause of building and protecting the Fatherland; do not participate in forces, military alliances against any side; not allowing foreign countries to set up military bases or use Vietnamese territory against other countries; not threatening or using force in international relations; resolve all differences and disputes by peaceful means on the principles of respecting independence, sovereignty, unity, territorial integrity, non-interference in each other's internal affairs, equality, mutual benefit; consistent with the Constitution, laws of Vietnam, and related international treaties to which the Socialist Republic of Vietnam is a member.

Thus, the state's policies on national defense include:

- Develop science and technology to build an all-people national defense, people's armed forces, defense industry, security to meet the task of building and protecting the Fatherland.
- The state has preferential policies for agencies, organizations, and individuals in performing national defense tasks; has special policies in border areas, islands, strategic areas, key points, and vital defense areas.
- The state acknowledges contributions and rewards agencies, organizations, and individuals with outstanding achievements in performing national defense tasks.
What are rights and obligations of citizens regarding national defense in Vietnam?
Based on Article 5 of the 2018 National Defense Law stipulating the rights and obligations of citizens regarding national defense:
- Protecting the Fatherland is a sacred obligation and a noble right of citizens.
- Citizens have the duty to be loyal to the Fatherland; must perform military service; have an obligation to participate in Self-Defense Militia, build all-people national defense; comply with the measures of the state and competent persons in performing national defense tasks as prescribed by this Law and other relevant laws.
- Citizens are entitled to be informed and disseminate the viewpoints of the Communist Party, policies, and laws of the State regarding national defense; national defense and security education; equip knowledge and skills on civil defense as prescribed by law.
- Citizens serving in the people's armed forces or mobilized for national defense tasks, themselves and their relatives are entitled to policies as prescribed by law.
- Citizens are equal in performing national defense tasks.
