Where to Apply for Certification of Old ID Card?

The matter is that I have made a CCCD card with a chip but did not receive the old identity card confirmation letter upon receipt. Recently, when I went to make a contract for selling land, the notary office requested me to present the old identity card confirmation letter. They said the Code did not have my old identity card number. So now do I have to request this letter from the Commune People's Committee or not?

According to Clause 4, Article 12 of Circular 59/2021/TT-BCA, regulations on the confirmation of Identity Card number, Citizen Identification number are as follows:

Citizens can apply for the issuance of a Confirmation Certificate of the Identity Card number and Citizen Identification number on the National Public Service Portal, the Ministry of Public Security’s Public Service Portal at any police office where Citizen Identification card application dossiers are received, given that the citizen's Identity Card number and Citizen Identification number information are available in the National Population Database.

The outcome of the resolution will be updated and announced on the National Public Service Portal and the Ministry of Public Security’s Public Service Portal. Should citizens request the delivery of the Confirmation Certificate of the Identity Card number, Citizen Identification number to a specified address, they must pay the postage fees as per the regulations.

Thus, you can apply for the Confirmation Certificate of the ID number at:

- The National Public Service Portal;

- The Ministry of Public Security’s Public Service Portal at any police office that receives Citizen Identification card application dossiers given that the information is available in the National Population Database.

- The police office where you previously submitted your Citizen Identification card application (Clause 2 of this Article).

Regarding the time limit for issuing the Confirmation Certificate of the Identity Card number, Citizen Identification number, it shall not exceed 07 working days from the date of receipt of a complete and valid dossier or be notified via the Public Service Portal.
