Many citizens have been puzzled about being fined by traffic police at their checkpoints. I would like to ask where traffic police in Vietnam can set up checkpoints.

Pursuant to Circular 65/2020/TT-BCA stipulating as follows:
Routes and areas for patrol and control by the Traffic Police Department
The Traffic Police Department arranges forces to patrol, control, and handle violations on highways passing through the administrative boundaries of at least 2 provinces or central-affiliated cities.
When necessary, the organization of forces or coordination with the Public Security units, local authorities, and relevant forces to implement patrol and control plans on national roads within the whole country must be approved by the Minister of Public Security and the Director of the Traffic Police Department.
Routes and areas for patrol and control by Public Security of provinces and central-affiliated cities
- The Traffic Police Division, Road Traffic Police Division, and Road and Railway Traffic Police Division of the Public Security of provinces and central-affiliated cities (hereinafter referred to as Traffic Police Divisions) arrange forces to patrol, control, and handle violations on road traffic routes within the administrative boundaries of the localities, including:
+ Highways within the administrative boundaries of 1 province or central-affiliated city;
+ Major national roads, national roads with complex traffic order and safety situations (including bypass roads in districts, towns, cities within the province or centrally-run city and townships within districts) and road traffic routes important for the socio-economic development of the locality;
In cases where road traffic routes are improved, upgraded to national roads, new national roads are constructed, or there are changes in the administrative boundaries of localities, requiring adjustments to the assignment, delegation of routes and areas for patrol and control, the Director of the Public Security of provinces and central-affiliated cities (hereinafter referred to as the Director of Provincial Public Security) shall report to the Traffic Police Department for consolidation and proposal to the Minister of Public Security for decision on assignment and delegation as regulated;
+ Urban roads within central-affiliated cities, including main roads with complex traffic order and safety situations;
+ When necessary, the organization of forces or coordination with the district Public Security, town Public Security, city Public Security, central-affiliated city Public Security (hereinafter referred to as district Public Security), and relevant forces to implement patrol and control plans on road traffic routes according to the plan of the Director of Provincial Public Security, Head of the Traffic Police Division.
- The district Public Security arrange forces to patrol, control, and handle violations on road traffic routes within the administrative boundaries, including:
+ National roads, sections of national roads not falling within the provisions at point b, clause 1 of this Article;
+ Sections of national roads that fall within the provisions at point b, clause 1 of this Article passing through towns, cities within the province, townships within districts according to the plan of the Director of Provincial Public Security, Head of the Traffic Police Division;
+ Provincial roads, district roads, commune roads, special-purpose roads, urban roads not falling within the provisions at point c, clause 1 of this Article;
+ Coordinate with the Traffic Police Division to patrol, control, and handle violations on road traffic routes within the administrative boundaries according to the plan of the Director of Provincial Police, Head of the Traffic Police Division.
- Based on the provisions in clause 1 and 2 of this Article, the Appendix issued with this Circular, and the actual situation of the road traffic routes of the locality, the Director of Provincial Public Security issues a decision on the assignment and arrangement of forces of the Traffic Police Division, district police to carry out patrol, control, and handling of violations on the assigned routes and areas as regulated. The decision is sent to the Ministry of Public Security (through the Traffic Police Department) for monitoring and guidance.
