When will the review, evaluation and ranking of party members be completed in Vietnam?
According to Section 5 of Instruction 25-HD/BTCTW 2023 on leadership, direction, and implementation responsibilities as follows:
- The time to review, evaluate, and classify collective and individual quality is at the end of the year and ends before December 31 every year.
For groups and individuals in schools and educational establishments, the evaluation and grading are based on the work results of the school year; Agree to review, evaluate, and classify groups and individuals to complete before December 31 every year to ensure uniformity throughout the Party.
For organizations, agencies, and units with specific characteristics according to prescribed functions and tasks that have not been summarized at the end of the year, the immediate superiors have the authority to prescribe and guide implementation to complete before 15 November/01 year later.
- Records of reviewing, evaluating, and ranking the quality of collectives and individuals are managed according to regulations and sent to the Central Organizing Committee before February 15 of the following year.

What are instructions for reviewing, evaluating and classifying leaders according to Guideline 25 in Vietnam?
According to Subsection 2.3, Subsection 2.4, Section 2 of Instruction 25-HD/BTCTW 2023 on reviewing, evaluating, and grading leaders and managers as follows:
[1] For reviewing leaders and managers:
- Review at the cell where party activities are taking place.
- Review at the leadership and management team where you are working.
- Civil servants and public employees holding many leadership and management positions, in addition to reviewing at the party cell where party activities are taking place and the leadership and management collective where they are working, must also conduct review at the workplace currently holding leadership and management positions according to the subjects specified in Article 5 of Regulation 124-QD/TW 2023
- Civil servants and public employees who concurrently hold many equivalent leadership or management positions shall be reviewed at the place where they hold the leadership or management position and have more working time.
For officials who concurrently hold many leadership and management positions and hold the position of head, they are responsible for directing and presiding over the review of organizations, agencies and units according to regulations.
- In case of concurrently holding leadership or management positions in other organizations, agencies, or units without performing specialized tasks, the organization, agency, or unit will not be reviewed but the results must be reported. Carry out assigned concurrent responsibilities and tasks for both the part-time work place and the main work place.
The organization, agency, or unit where the officer is part-time is responsible for sending comments and assessments to the main place of work as a basis for assessment and classification according to regulations.
[2] For evaluation and ranking of leaders and managers:
- Evaluate and classify party members at the party cell where party members are living.
- Officials, civil servants, and public employees holding many leadership and management positions shall evaluate and classify the quality of cadres, civil servants, and public employees in the place holding the highest position.
In cases where civil servants and public employees concurrently hold multiple titles or equivalent positions, their quality will be evaluated and graded annually in the place with more working time.
Where should individuals do temporary party activities for year-end reviews in Vietnam?
According to Subsection 7.5, Section 7 of Instruction 25-HD/BTCTW 2023 provides guidance on a number of other contents as follows:

7.5. Party members who are participating in temporary party activities will review, evaluate, and rank them at the official party activities. Before evaluating and ranking the quality of party members, comments from the cell where they temporarily live must be sent to the cell where they officially live as a basis for evaluating and ranking the quality of party members.

According to this Article, individuals who are temporarily participating in party activities elsewhere will still do year-end reviews at the official party activities place in Vietnam.
Which groups need to submit a year-end collective review report in Vietnam?
According to Article 5 of Regulation 124-QD/TW of 2023, regulations on collectives subject to review are as follows:
Party committees and organizations at all levels:
- Politburo, Party Central Committee Secretariat.
- Standing Committee of the Party Committee directly under the Central Government;
- Standing Committee of Party Committee at provincial and district levels;
- Standing committees of upper-level party committees of non-business units and state-owned enterprises at the central and local levels (including standing committees of grassroots party committees that are delegated or piloted to delegate authority to upper-level grassroots levels)
- The standing committee of the Party Committee at the grassroots level (where there is no standing committee, the executive committee will be reviewed).
- Party unions and party cadres at the central and local levels.
Leadership and management team:
- Collective leadership and management of the Party's advisory and assisting agencies at the Central and local levels;
- Collective leadership of the President's Office, Government Office, National Assembly Office;
- Ho Chi Minh National Academy of Politics, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam News Agency, Voice of Vietnam, Vietnam Television, Nhan Dan Newspaper, Communist Magazine, Truth National Political Publishing House, Hanoi National University, Ho Chi Minh City National University and the Central Secretariat of the Ho Chi Minh Communist Youth Union.
- Standing collective of the Nationalities Council, standing committees of the National Assembly, collective leaders of agencies under the Standing Committee of the National Assembly.
- Collective leadership and management of departments, ministries, branches, Vietnam Fatherland Front, socio-political organizations at the Central level and affiliated units;
- Collective leadership and management of departments, ministries, branches, Vietnam Fatherland Front, socio-political organizations at the Central level and affiliated units;
- Collective leadership and management at the provincial, district and grassroots levels, public service units and state-owned enterprises (guided by the Party Committee, Party Union and Party Committee under the Central Government according to their authority).
