When will the 2024 residence registration fee be waived in Vietnam?
According to Article 4 of Circular 75/2022/TT-BTC, the subjects exempt from the current residence registration fee are:
Fee exemption cases
Fee exemptions include:
1. Children as prescribed in the Children's Law; elderly people as prescribed in the Law on the Elderly; People with disabilities as prescribed in the Law on People with Disabilities.
2. People with meritorious services to the revolution and relatives of people with meritorious services to the revolution according to the provisions of the Ordinance on Preferential treatment for people with meritorious services to the revolution.
3. Ethnic minorities in communes with particularly difficult socio-economic conditions; permanent residents in border communes; permanent residents in island districts; Citizens of poor households according to the provisions of law.
4. Citizens from 16 years old to under 18 years old who are orphans of both parents.
According to this Article, the cases exempted from residence registration fees in 2024 include:
[1] Children as prescribed in the Children Law 2016
[2] Elderly people as prescribed in the Law on the Elderly 2009
[3] People with disabilities as prescribed in the Law on People with Disabilities 2010
[4] People with meritorious services to the revolution and relatives of people with meritorious services to the revolution according to the provisions of the Ordinance on Preferential treatment for people with meritorious services to the revolution 2020
[5] Ethnic minorities in communes with particularly difficult socio-economic conditions;
[6] Citizens permanently residing in border communes;
[7] Citizens permanently residing in island districts
[8] Citizens of poor households according to the provisions of law
[9] Citizens from 16 years old to under 18 years old who are orphans of both parents.

When to pay the residence registration fee?
Pursuant to the provisions of Article 6 of Circular 75/2022/TT-BTC regulations on declaration, collection and payment of fees as follows:
Declare, collect and pay fees
1. The fee payer must pay the fee when submitting the residence registration application and being received by the residence registration agency.
2. The fee payer shall pay the fee, the fee collection organization shall declare, collect and pay the collected fees according to the provisions of Circular No. 74/2022/TT-BTC dated December 22, 2022 of The Minister of Finance regulates the form and time limit for collection, payment, and declaration of fees and charges under the regulatory authority of the Ministry of Finance.
3. Fee collection organizations pay 100% of collected fees to the state budget (central budget) according to chapters and subsections of the current state budget Table of Contents. The source of costs to cover fee collection is arranged by the state budget (central budget) in the collection organization's estimates according to the regime and state budget spending norms as prescribed by law.
Through the above regulations, people pay the residence registration fee when submitting their residence registration application and being received by the residence registration agency in Vietnam.
People can pay fees through the forms specified in Article 3 of Circular 74/2022/TT-BTC specifically as follows:
- Non-cash payment into a specialized account for collecting fees and charges opened by the Residence Registration Agency at a credit institution.
- Pay the fee to the budget pending fee account opened by the Residence Registration Agency at the State Treasury.
- Pay fees and charges through the account of a receiving agency or organization other than the Residence Registration Agency (applicable to cases of carrying out administrative procedures and providing online public services according to regulations of the Government on implementing the one-stop, one-stop mechanism in handling administrative procedures).
Within 24 hours from the time of receiving the fee, the receiving agency or organization must transfer all collected fees to the fee collection account of the Residence Registration Agency opened at a credit institution or Transfer all collected fees to the residence registration agency's waiting fee account opened at the State Treasury, and pay all collected fees to the state budget.
- Pay fees and charges in cash to the Residence Registration Agency.
