When will seniority allowances for civil servants and public employees be officially abolished in Vietnam?
According to Resolution 27-NQ/TW of 2018, there is content about eliminating seniority allowances for civil servants as follows:
- Abolish seniority allowances (except for the military, police, and cipher to ensure salary correlation with officials and civil servants); leadership position allowances (due to leadership positions in the political system, position salaries are determined); allowances for party work and socio-political organizations; civil service allowances (included in the basic salary); toxic and dangerous allowances (because working conditions with toxic and dangerous elements have been included in occupational allowances).
The abolition of seniority allowances is one of the contents of salary reform and requires specific instructions
Thus, except for the armed forces in Vietnam, all civil servants and public employees working in the public sector will have their seniority allowance waived.
Recently in Vietnam, the National Assembly also passed a Resolution on the State budget estimate for 2024, which clearly states that salary reform will be implemented from July 1, 2024.
Therefore, when salary reform begins, it will also be the time to start eliminating seniority allowances, that is, from July 1, 2024, seniority allowances for civil servants will be eliminated (except armed forces)

According to the content stipulated in Resolution 27-NQ/TW of 2018 on allowances after salary reform as follows:

What is salary table by job position in 2024 after salary reform in Vietnam?
According to Subsection 3, Section 2, Resolution 27-NQ/TW of 2018 on salary reform, the salaries of civil servants and armed forces after salary reform will have a salary structure design. New salary includes: Basic salary and allowances.
New salary structure = Basic salary (70%) + Allowances (30%)
In addition, the salary schedule by job position will be built into 05 specific salary schedules as follows:
