When was the Department of Agriculture Corps of Vietnam established? Who was the first Director General?

On August 23, 1956, the Ministry of National Defense of Vietnam issued Decree 030/ND on establishment of Department of Agriculture Corps to advise the Central Military Commission and the Ministry of National Defense on production tasks and economic development.

Several management models have since replaced one another, such as: General Department of Economic Construction, Department of Planning-Economics, General Department of Economics, and General Department of Defense Industry and Economics.

On December 24, 1998, the Prime Minister of the Government of Vietnam issued Decision 249/1998/QD-TTg to reorganize the General Department of Defense Industry and Economics, leading to the establishment of two agencies under the Ministry of National Defense: the General Department of Defense Industry and the Department of Economics.

Thus, the Department of Agriculture Corps was established on August 23, 1956, with Colonel Le Nam Thang (later, Major General) appointed as the first Director.

What are regulations on the integration of national defense with socio-economic development and vice-versa?

According to Article 15 of the 2018 National Defense Law, the integration of national defense with socio-economic development and vice versa is regulated as follows:

Article 15. Integration of defense with socio-economic development and vice versa

1. Integration of defense with socio-economic development and vice versa involves the connection of all defense activities with socio-economic sectors and fields under unified management and operation by the State to contribute to strengthening defense and developing socio-economically.

  1. Tasks of integrating defense with socio-economic development and vice versa include:

a) The State has plans and programs to integrate defense with socio-economic development and vice versa, suitable for socio-economic development strategies and national protection strategies over time;

b) Development strategies, planning, projects of ministries, sectors, regions, localities, significant national projects, border regions, islands, strategic areas must be integrated with defense strategies, aligning with the national protection strategy;

c) The Ministry of National Defense presides, cooperates with relevant agencies and organizations to plan defense needs and capabilities for integrating defense with socio-economic development during peacetime, emergency defense situations, war conditions; organize and build defense-economic zones; organize and manage the activities of enterprises serving defense and military units assigned tasks of combining economic activities with defense as regulated by law, in line with national building and protection missions;

Thus, the integration of defense with socio-economic development and vice versa involves connecting all defense activities with socio-economic sectors and fields under the unified management and direction of the State to contribute to strengthening defense and socio-economic development.

Who is responsible for planning to ensure defense service in socio-economic and foreign affairs in Vietnam?

Based on Article 32 of the 2018 National Defense Law on defense service in socio-economic and foreign affairs:

Article 32. Ensuring defense service in socio-economic and foreign affairs

1. The Government of Vietnam plans to ensure defense service in socio-economic and foreign affairs.

  1. Ministries, central sectors, and provincial people's committees, within the scope of their duties and powers, cooperate with the Ministry of National Defense and relevant agencies and organizations to build plans to ensure defense service and implement them according to this Law and other relevant legal provisions.
  1. The State has planning, plans, and construction of defense works, military zones, ammunition storage, defense industry, security; systems of national defense and security education centers; planning, land use plans for defense purposes; plans for building defense-economic zones across the country.

According to the above regulations, the Government of Vietnam plans to ensure defense service in socio-economic and foreign affairs.
