Who are candidates for the contest to raise the rank of technician, specialists and principal-specialists in 2023 in Vietnam?

According to Section II of the Plan 103/TANDTC-TCCB in 2023, the candidates for the examination to raise technician, specialists and principal-specialists rank in 2023 are as follows:

1. Organizational principles

- The exam for rank promotion is held on the principle of competition (if there is a balance) between civil servants in the same court level (district-level People's Courts, provincial-level People's Courts, superior people's courts and Supreme People's Court).

- Civil servants who fully meet the conditions may register to participate in the rank-raising exam on the principle that there is no limit on the number of each quota.

2. Contestants

2.1. Raise the rank from employee to technician 

Civil servants who are classified as employees or equivalent working in the People's Courts have met the criteria and conditions to register for the exam.

2.2. Raise the rank from technician to specialists 

Civil servants classified as cadres working in the People's Courts have met the criteria and conditions to register for the exam.

2.3. Raise the rank from specialists to principal-specialist

Civil servants who are classified as specialists who are working in the People's Courts have met the criteria and conditions to register for the exam.

Accordingly, the candidates for the contest to raise the rank of officials, specialists and key specialists in 2023 are as follows:

- Raise the rank from employee to technician :

Civil servants who are classified as employees or equivalent working in the People's Courts have met the criteria and conditions to register for the exam.

- Raise the rank from technician to specialists:

Civil servants classified as cadres working in the People's Courts have met the criteria and conditions to register for the exam.

- Raise the rank from specialists to principal-specialist:

Civil servants who are classified as specialists who are working in the People's Courts have met the criteria and conditions to register for the exam.

When is time to organize the exam to raise technician rank, specialists and principal-specialists in 2023 in Vietnam?

Pursuant to Section IV of the Plan 103/TANDTC-TCCB in 2023 stipulating the  time to organize the exam to raise technician rank, specialists and principal-specialists in 2023 as follows:

1. Exam content and form: Comply with the provisions of Article 37 of Decree No. 138/2020/ND-CP, in which:

a) Multiple-choice exam: General knowledge, foreign languages ​​and informatics.

b) Written exam: Professional subject.

2. Exam time: Expected September 2023 (the exam schedule will be arranged by the Supreme People's Court Examination Council when the quota is approved by the Ministry of Home Affairs, specific announcement will be made later).

3. Exam venue: Supreme People's Court

4. Dossier to register for the exam: Dossier to register for the promotion exam to be made 01 set (in a cardboard bag with dimensions of 250x350x5mm). Profile includes:

- Curriculum vitae, made according to form 2C of the Ministry of Home Affairs, certified by the agency managing and employing the civil servant;

- A written comment and assessment of the head of the agency or organization employing public employees on the criteria and conditions for registration for examination as prescribed;

- Copies (certified) of diplomas, certificates, projects, topics... at the request of the competition category.

Thus, the time to organize the exam to raise the rank of technician, specialists and principal-specialists in 2023 is expected to be September 2023 (the exam schedule will be arranged by the Supreme People's Court Examination Council when the quota is set by the Ministry of Finance). Dossier to register for the exam to raise the rank of officer, specialist and key specialist in 2023 includes:

- Curriculum vitae, made according to form 2C of the Ministry of Home Affairs, certified by the agency managing and employing the civil servant;

- The comment and assessment of the head of the agency or organization employing the civil servant on the criteria and conditions for registration of the exam as prescribed;

- Copies (certified) of diplomas, certificates, projects, topics... at the request of the competition category.

What are requirements for a candidate to be selected for the exam to raise the rank of technician, specialists and principal-specialists in 2023?

Section V of Plan 103/TANDTC-TCCB in 2023 stipulates conditions for successful candidates to take the exam to raise the rank of technician, specialists and principal-specialists in 2023 as follows:

1. Determine the successful candidate

A candidate for admission to the civil service promotion exam must meet the following conditions:

- There are 50% or more correct answers for each exam subject, except for the case of exemption from the exam ;

- Having a score of 50 points or more in a professional exam and taking the scores in order from high to low within the assigned quota for raising the rank;

- In case there are two or more people with the same total score in the final exam, the Examination Council shall make a list and report it to the Chief Justice of the Supreme People's Court for decision. won the final rank promotion target.

- Do not reserve the results for the next promotion exam.

2. Result announcement and exam review

- Within 15 days from the date of notification of test scores, civil servants have the right to send an application to the Examination Council to raise the rank of examination results.

- Within 05 days from the date of having the results of the examination re-examination, the Examination Council shall report to the Chief Justice of the Supreme People's Court on the results of the examination, the results of the re-examination and the list of successful civil servants.

3. Recognition of results

Within 5 working days from the date of issuance of the decision approving the results of the rank promotion exam, the civil servant grade promotion examination council is responsible for notifying the exam results and the list of successful civil servants in writing to the civil servant management agencies have civil servants participate in the exam.

Pursuant to the above regulations in Vietnam, candidates who are selected for the exam to raise the rank of technician, specialists and principal-specialists in 2023 need to meet the following conditions:
