Based on Guidance 4705/HD-BQP in 2024 regarding the selection and enlistment of citizens for military service in 2025:
Implementing the Law on Military Service dated June 19, 2015; Decision No. 102/QD-TTg dated September 20, 2024, of the Prime Minister of the Government of Vietnam on calling citizens for military service in 2025; specifically, in 2025, the selection and enlistment of citizens for military service (hereinafter referred to as military recruitment) will be conducted in one session; the handover of soldiers will take place from February 13 to February 15, 2025.
To ensure the recruitment of soldiers in 2025 meets the criteria assigned and ensures quality, in compliance with the Law on Military Service in 2015 and related regulations, guidance for implementation, the Ministry of National Defense provides guidance on several aspects of military recruitment in 2025 as follows:
- Localities and units continue to thoroughly understand and strictly implement the Law on Military Service in 2015; Circular No. 148/2018/TT-BQP dated October 4, 2018, of the Minister of National Defense on selecting and enlisting citizens for military service; Circular No. 105/2023/TT-BQP dated December 6, 2023, of the Minister of National Defense on health standards and health examination for subjects under the management of the Ministry of National Defense; related regulations and guidance for implementing the law; Directive No. 98/CT-BQP dated October 26, 2019, of the Minister of National Defense on strengthening measures and improving the quality of military recruitment in the new situation and related professional guidance from the functional departments of the Ministry of National Defense.

What are the criteria for military service in Vietnam in 2025?
Pursuant to Article 4 of Circular 148/2018/TT-BQP, the criteria for military service in 2024 are stipulated as follows:
[1] Age
- Citizens from the full age of 18 to the end of 25 years old.
- Male citizens trained at the college or university level, who have been temporarily postponed from enlistment during one training course of a level, are selected and called for service until the end of 27 years old.
[2] Political Standards
- To be implemented according to the political standards for selecting citizens to serve in the Vietnam People's Army.
- To be implemented according to the regulations of the Ministry of National Defense for the following agencies:
+ Important, confidential agencies, units, and positions within the Army;
+ Ceremonial and Guard forces;
+ Professional Military Police and Military Control forces.
[3] Health Standards
- Select citizens with health levels of 1, 2, or 3 as per the regulations.
- For important, confidential agencies, units, and positions within the Army; Ceremonial and Guard forces; Professional Military Police and Military Control forces, selection is implemented according to the regulations of the Ministry of National Defense.
- Citizens with health level 3 with visual refraction disorders (nearsightedness of 1.5 diopters or more, farsightedness of any degree); drug addiction, HIV, and AIDS are not called up for military service.
[4] Cultural Standards
- Select and enlist citizens with an education level of grade 8 or above, selecting from high to low.
- Localities facing difficulties that cannot meet the assigned military recruitment target may report to the competent authority for consideration and decision, allowing the selection of citizens with a grade 7 education level.
- Remote, isolated communes, those with particularly difficult socio-economic conditions as prescribed by law;
- Ethnic minorities with a population of less than 10,000 can have up to 25% of enlisted citizens with a primary education, with the remainder being from secondary education level upwards.
What acts are prohibited during military service in Vietnam?
Pursuant to Article 10 of the Law on Military Service 2015, the prohibited acts in military service include:
- Avoiding the fulfillment of military service obligations.
- Opposing or obstructing the implementation of military service obligations.
- Deceit in the military service health examination.
- Abusing positions and powers to contravene regulations on military service.
- Illegally using non-commissioned officers and soldiers.
- Violating the body, health; insulting the honor and dignity of non-commissioned officers and soldiers.
