The Department of Agriculture and Rural Development (hereinafter referred to as the Department for short) has legal status, its own seal and account, is subject to the direction and management of the provincial-level People's Committee, and at the same time bears responsibility. the direction, guidance, inspection and examination of expertise by the Ministry of Agriculture and Rural Development.

Pursuant to Clause 3 Article 2 of the Circular 30/2022/TT-BNNPTNT (effective from 31/03/2023) stipulating duties and powers of the Department of Agriculture and Rural Development in terms of crop cultivation and plant protection in Vietnam as follows:

- Advise and submit to the People's Committee of the province for promulgation according to its competence or to submit to the competent authority: a plan to transform the crop structure suitable to the locality, the structure of plants grown on rice-growing land in the locality; local crop development plan; policies to support the production, trade and use of plant varieties, fertilizers and pesticides; plan for prevention of harmful organisms, domestic plant quarantine;

- Help the People's Committee of the province direct the implementation of the structure of varieties, seasons, techniques of cultivation, harvesting, preservation and processing of agricultural products; develop and organize the implementation of areas free from harmful organisms in the locality; organize epidemic prevention and control, take measures to protect production when plant pests occur; statistics and assessment of damage caused by the epidemic; implement policies to support life stabilization and production restoration; organize the collection of packages of plant protection drugs after use; building a database on farming activities in the province and updating the national database system on cultivation; building a database on plant protection and quarantine;

- Guide and inspect the implementation of cultivation activities; develop crop production areas, produce safe agricultural products and food in the province; organize the implementation of plans to use, protect and improve agricultural land fertility, prevent erosion, desertification and landslides; issue codes of planting areas in the province according to the provisions of law;

- Guide and organize the implementation of domestic quarantine of plants in the province according to regulations;

- Organize the collection, storage, conservation and exploitation of genetic resources of plant varieties; manage plant varieties, fertilizers, plant protection drugs and other materials in service of agricultural production according to the provisions of law;

- Manage and use the local reserve of plant varieties, plant protection drugs and materials and goods in the field of cultivation in the province after being approved by the People's Committee of the province;

- Guide and organize the building of a model of good agricultural production practice (VietGAP) in agriculture.

dd) Draft decision on implementation of socialization of public non-business service provision activities in the field of agriculture and rural development under the authority of the People's Committee of the province and according to the decentralization of state agencies. superior.
