Pursuant to Clause 1 Article 3 of the Circular 43/2016/TT-BLĐTBXH stipulating policies to support primary vocational training for young people as follows:

Policies to support vocational training at primary level for young people

1. Content and level of vocational training support

a) Young people who need vocational training at primary level fully satisfy the conditions specified in Article 15 of Decree No. 61/2015/ND-CP and are granted vocational training cards by competent agencies (after (hereinafter referred to as the Card) shall be received by the vocational education institutions specified in Clause 2, Article 2 of this Circular, organize vocational training at elementary level, and provide support for the following contents:

- Expenses for training support specified in Article 10 of Circular No. 152/2016/TT-BTC dated October 17, 2016 of the Ministry of Finance, providing for the management and use of funding to support primary and secondary level training. created under 3 months;

- Expenses for food and travel allowances specified at Points b and c, Clause 2, Article 7 of Circular 152/2016/TT-BTC dated October 17, 2016 of the Ministry of Finance providing for the management and use of support funds. support training at primary level and training under 3 months.

Prioritize expenses for training support within the maximum value of the Card, the remaining value of the Card (if any) to support food and travel expenses.

b) In case the total expenditure on training support and food and travel expenses exceeds the maximum value of the Card, the student shall pay the difference in cost to the vocational education institution. In case the total expenditure on training support and food and travel expenses is lower than the maximum value of the Card, the state budget shall settle the actual expenditure.

c) During the vocational training period, if the youth withdraws from school (does not continue to study until graduation), the vocational education institution shall make a record or issue a decision and be entitled to finalize the training support expenses. and support for meals from the day of school to the day that young person quits school.

Thus, people who complete military service are supported with elementary-level vocational training with expenditure levels including:

- Expenses for training support specified in Article 10 of Circular 152/2016/TT-BTC.

- Expenses for food and travel expenses:

+ Food support level: 30,000 VND/person/day of actual study;

+ Travel allowance: 200,000 VND/person/course if the training location is 15km or more away from the residence;

What are requirements for people finishing military service in Vietnam to receive vocational training support in Vietnam?

Pursuant to Article 15 of the Decree 61/2015/NĐ-CP stipulating requirements for people finishing military service in Vietnam to receive vocational training support in Vietnam as follows:

The entities prescribed in Article 14 of this Decree shall be eligible for vocational training if they meet all requirements below:

- They apply for vocational training with a period of 12 month from the date on which they complete their military service, police duties; or programs and projects in terms of socio-economic development;

- They have not received any other support for vocational training funded by government budget from the date on which they complete their military service, police duties; or programs and projects in terms of socio-economic development.

How many months of base salary does the vocational training voucher in Vietnam equal?

Pursuant to Clause 2 Article 16 of the Decree 61/2015/NĐ-CP stipulating as follows:

Financial support for vocational training

1. If the entities prescribed in Article 14 of this Decree apply for intermediate-level or college-level vocational training, they shall be eligible for:

a) Tuition fee exemption or reduction and financial aid as prescribed in the Law on Education, the Law on vocational education and guiding documents.

b) Taking loans as prescribed in policies on credits for students in difficulties.

2. If the entities prescribed in Article 14 of this Decree apply for elementary-level vocational training, they shall be issued a vocational training voucher that is worth a maximum of 12-month base salary at the time in which the vocational training is provided and valid for 1 year from the date of issue.

3. The Ministry of Labor, War Invalids and Social Affairs, the Ministry of National Defense and the Ministry of Public Security shall provide guidelines for implementation of support for vocational training applicable to those prescribed in Article 14 of this Decree.

Entities eligible for vocational training

The young people completing military service, police duties or youth volunteer completing programs and projects in terms of socio-economic development shall be eligible for vocational training if they meet all requirements prescribed in Article 15 of this Decree.

As regulations above, a vocational training voucher that is worth a maximum of 12-month base salary at the time in which the vocational training is provided and valid for 1 year from the date of issue.
