What Rights Do Communist Party Members Have?
According to Article 3 of Regulation 29-QD/TW in 2016 on the implementation of the Statute of the Communist Party issued by the Central Executive Committee, the following rights of Communist Party members are specified:
- Right to be informed of party members
Monthly, following the guidance of the Central Propaganda Department and the higher-level Party Committee, Party committees at all levels inform party members about the situation and tasks of agencies and units; the lines, policies of the Communist Party, the laws of the State, current events in the country and the world, suitable to the mission requirements and characteristics of the Party organization and its members, contributing to raising awareness and creating conditions for party members to fulfill their assigned tasks well.
- Rights of party members in nominations, candidacies, and elections to the leadership bodies at all levels of the Communist Party.
Implementation according to the regulations of the Central Executive Committee.
- Rights of party members in providing criticism, questioning party organizations and members; reporting, proposing to responsible agencies.
Party members are entitled to criticize, question, report, and propose directly or in writing within the organization of the Communist Party about the activities of the party organization and members at all levels; regarding issues related to the functions, tasks, and powers of the party organization or the responsibilities, tasks, and ethical qualities of those party members; bear responsibility before the party organization for their opinions. Upon receiving criticism, questions, reports, and proposals, party organizations and members are obliged to respond within their authority, no later than 30 working days for grassroots party organizations and members, 60 working days for district, provincial, and equivalent levels, and 90 working days for the Central level. In complex cases that require a longer time than the prescribed period, they must inform the party organization and members of the reasons.
2.4- Party members are notified of the comments from the party committees where they work and reside when considering appointments or recommendations for candidacy and are allowed to present their opinions to the party organization and party committee when they consider or decide on work or disciplinary action against them.
