What is the working regime of the Director of the Provincial Social Insurance in Vietnam?
Pursuant to Clause 2, Article 3 of Decision 2355/QD-BHXH 2022 (effective from January 1, 2023) stipulating the working regime of the Director of the Provincial Social Insurance in Vietnam as follows:
2. Working regime:
a) Provincial Social Insurance Directors work under the headship regime ensuring the principle of democratic centralism; promulgate the working regulation, the regime of information, report, assessment, classification of collectives and individuals of the provincial Social Insurance and direct and inspect the implementation of that regulation;
b) The Director of the Provincial Social Insurance shall assign or authorize the Deputy Director to handle the work under the authority of the Director. The Director is responsible for the decisions of the assigned or authorized Deputy Director.
What are responsibilities of the Provincial Social Insurance Director in Vietnam?
Pursuant to Clause 3, Article 3 of Decision 2355/QD-BHXH 2022 (effective from January 1, 2023) stipulating responsibilities of the Provincial Social Insurance Director in Vietnam as follows:
3. Responsibilities:
a) Organize the performance of the functions and tasks specified in Articles 1 and 2 of this Decision;
b) Decide on jobs under the management scope and competence of the provincial Social Security and take responsibility for such decisions;
c) Direct the organization and implementation of internal rules and regulations of Vietnam Social Insurance, Provincial Social Insurance; decide on measures to strengthen discipline and administrative discipline; implementing administrative reform in association with strengthening post-inspection; prevent corruption, wastefulness, bureaucracy, tyranny, tyranny and other negative manifestations among civil servants, public employees and employees of the Provincial Social Insurance;
d) Take responsibility before the General Director and before the law for the organization of the performance of tasks;
dd) Comply with the provisions of the law, the General Director and the regulations on state administrative management of the Provincial People's Committee.

1. For Provincial Social Insurance in Group 1 (including Hanoi City Social Insurance and Ho Chi Minh City Social Insurance), the organizational structure includes:
1.1. Collection Management Department - Book, Card.
1.2. Department of Social Insurance.
1.3. Health insurance assessment office 1.
1.4. Department of health insurance assessment 2.
1.5. Financial Planning Division.
1.6. Department of Inspection - Inspection.
1.7. Organization and staff.
1.8. Communication Room.
1.9. Information technology room.
1.10. Records Management Department.
1.11. Office.
2. For provincial social insurance in Group 2 (including social insurance of provinces and cities: Hai Phong, Thanh Hoa, Nghe An, Dong Nai, Binh Duong), the organizational structure includes:
2.1. Collection Management Department - Book, Card.
2.2. Department of Social Insurance.
2.3. Department of Health Insurance Inspection.
2.4. Financial Planning Division.
2.5. Department of Inspection - Inspection.
2.6. Organization and staff.
2.7. Communication Room.
2.8. Information technology room.
2.9. Office.
3. For provincial social insurance in Group 3 (including 56 remaining provincial social insurance), the organizational structure includes:
3.1. Collection Management Department - Book, Card.
3.2. Department of Social Insurance.
3.3. Department of Health Insurance Inspection.
3.4. Financial Planning Division.
3.5. Department of Inspection - Inspection.
3.6. Organization and staff.
3.7. Communication Room.
3.8. Information technology room.
3.9. Office.

4. Departments and offices directly under the Provincial Social Insurance have the function to assist the Director of the Provincial Social Insurance in organizing the performance of the assigned tasks for each professional field as prescribed by the General Director.
Departments and Offices are under the direct management and administration of the Provincial Social Insurance Director and under the professional direction, inspection and guidance of the units under the Vietnam Social Insurance.
