a) Understand the guidelines and lines of the Party, laws and development orientations, strategies and policies of the industry and field of work; master the political system, the organizational system of state agencies, the regime of civil service and civil servants, and professional knowledge and skills in the management sectors and fields;

b) Capable of researching and elaborating legal documents, schemes, projects and action programs; capacity to advise on strategic planning, master plans, plans and policies associated with professional expertise of the sector, field or locality where they work;

c) Capable of analyzing, synthesizing, systematizing and proposing solutions to complete or solve practical problems posed within the scope of management by sector, field or locality;

d) Firmly grasping the situation and development trends of domestic and international industries and fields; capable of organizing research for management and processing management information;

dd) Having skills in drafting, presenting, defending, building and implementing projects, schemes and programs related to the state management of the sector, field or locality where they work;

What is the salary coefficient of the Senior Experts in 2023 in Vietnam?

Pursuant to Clause 1 Article 14 of the Circular 2/2021/TT-BNV stipulating the salary coefficient of the Senior Experts in 2023 in Vietnam as follows:

Salary classification of civil servants specializing in administration

1. The administrative ranks of civil servants specified in this Circular shall apply Table 2 (Professional and professional salary tables for cadres and civil servants in state agencies) issued together with Decree  204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces (hereinafter abbreviated as Decree 204/2004/ND-CP), as follows:

a) The rank of Senior Professional (code 01.001) applies the salary scale for civil servants grade A3, group 1 (A3.1), from salary coefficient 6.20 to salary coefficient 8.00;

b) The main specialist rank (code 01.002) applies the salary scale for civil servants grade A2, group 1 (A2.1), from salary coefficient 4.40 to salary coefficient 6.78;

c) Professional rank (code 01.003) applies the salary scale of civil servants grade A1, from salary coefficient 2.34 to salary coefficient 4.98;

d) The civil servant rank (code 01.004) applies the salary scale of the civil servant grade A0, from the salary coefficient 2.10 to the salary coefficient 4.89;

dd) Employee class (code 01.005) applies the salary scale of class B civil servants, from salary coefficient 1.86 to salary coefficient 4.06.

In case a civil servant of the rank of employee performing the task of driving an agency vehicle does not have an intermediate diploma or higher with a training major suitable to the job position requirements, Table 4 (Payroll for executive staff) shall be applied, serving in state agencies and state non-business units) issued together with Decree No. 204/2004/ND-CP.

What are the requirements for civil servants taking the exam to raise the rank to the rank of Senior Experts in Vietnam?

Pursuant to Clause 5 Article 6 of the Circular 2/2021/TT-BNV stipulating the requirements for civil servants taking the exam to raise the rank to the rank of Senior Experts in Vietnam as follows:

promotion to the rank of senior specialist are as follows:

+) Having held the rank of main specialist and equivalent for full 06 years or more.

In case the period is equivalent to the rank of main specialist, the period of holding the rank of main specialist shall be at least 01 year (full 12 months) by the end of the time limit for submitting the application for registration for the promotion exam;

a) During the time of holding the rank of main expert and equivalent, he has presided over the development and appraisal of at least 02 legal documents or state-level scientific research topics, schemes, projects, programs; ministerial level, departmental level, branch level or provincial level that the agency employing public employees assigned to preside over the research and construction has been promulgated or accepted by a competent authority.

Specifically:

+ There is a decision of a competent person to appoint to join the Drafting Board, the Drafting Team of legal documents or a document assigning the task of presiding over the construction of the competent person, for cases where it is not mandatory to form a legal document. Set up a Drafting Board and Drafting Team in accordance with the Law on Promulgation of Legal Documents.

+ There is a decision of the person competent to appoint to join the Steering Committee, the Managing Board, the Drafting Committee of the topic, scheme, project, scientific research program at the state, ministerial, departmental and branch levels. , provincial level or have a document assigning tasks of a competent person to assume the prime responsibility for elaborating reports on appraisal, verification and adjustment of legal documents.
