When is the official transfer of activities in Vietnam Communist Party permitted?

Based on Subsection 6.3, Section 6 of Regulation 24-QD/TW of 2021:

6. Article 6: Issuing and Managing Party Membership Cards, Managing Party Member Files, and Procedures for Party Membership Transfer

6.3. Party Membership Transfer.

6.3.1. Official Party Membership Transfer.

a) Party members authorized to be transferred to a new unit, retire, cease work due to loss of working capacity, resign, demobilize, or change long-term residence must complete the procedures for official Party membership transfer within 60 working days from the effective date of the decision or change of residence.

b) Party members transferring official Party membership out of the district, provincial Party committees (and equivalent) must have the district (and equivalent) committee where the Party member is leaving in charge of the transfer introduction procedures. Party members of the provincial units' Party or grassroots committee directly under the provincial committee (and equivalent) transferring official Party membership must have the provincial committee's organization department (and equivalent) handle the introduction procedures for Party membership transfer.

Thus, Party members are allowed to transfer official Party membership under the following circumstances:

- Party members authorized to transfer to a new work unit, retire, leave due to disability, resign, demobilize, or change their long-term place of residence must complete the procedures for official Party membership transfer within 60 working days from the effective date of such decision or residence change.

- Party members transferring official Party membership out of the district, provincial Party committees (and equivalent) must have the district (and equivalent) committee where the member is leaving handle the introduction procedures for Party membership transfer. Party members of provincial units' Party or grassroots committee directly under the provincial committee (and equivalent) handling official Party membership transfer must have the provincial committee organization department (and equivalent) handle the procedures for Party membership transfer introduction.

- Within 30 working days from the date of transfer introduction, members must present the Party membership introduction letter to the Party committee at the new location for official Party membership. If the deadline is missed, members or the Party organization must report a specific reason for the constituted authority to consider and handle according to regulations.

- When transferring official Party membership for members, authorities where members are operating and working must complete the necessary procedures, seal the file, and hand it over to the member to report to the Party organization for introduction and acceptance of Party membership transfer according to the Central Organization Board's guidance.

- If a member is under inspection, review, or dealing with complaints or denunciations, official Party membership transfer is not permitted.

What are the duties of members of the Communist Party of Vietnam?

According to Article 2 of the Charter of the Communist Party of Vietnam 2011, the duties of members of the Communist Party of Vietnam are as follows:

- Absolutely loyal to the revolutionary ideals and objectives of the Party, strictly comply with the Party's Political Platform, Charter, resolutions, directives, and the laws of the State; complete the assigned tasks well; obey the absolute assignment and mobilization of the Party.

- Constantly learn, train, and improve the level of knowledge, working capacity, political quality, revolutionary ethics, and lead a healthy lifestyle; combat individualism, opportunism, localism, bureaucracy, corruption, wastefulness, and other negative manifestations. Adhere to the Central Committee's regulations about what Party members must not do.

- Maintain close contact with the people, respect, and promote the people's mastery; care for the material, spiritual life, and protect the legitimate rights and interests of the people; actively participate in public work, social activities at the workplace and residence; propagate and mobilize families and people to implement the Party's policies and State's laws.

- Participate in building, protecting the Party's policies, and organization; submit to discipline, maintain unity within the Party; regularly self-criticize and criticize, be honest with the Party; engage in Party member development activities; partake in Party activities and pay membership dues regularly.
