Clause 3, Article 2 of Decree 115/2020/ND-CP governing the recruitment, employment, and management of public employees stipulates:
A "professional title rank" is the level that demonstrates the professional and operational proficiency and capability of a public employee in each professional field.
Classification of public employees
In Article 3 of Decree 115/2020/ND-CP governing the recruitment, employment, and management of public employees, the classification of public employees is stipulated as follows:
Article 3. Classification of public employees
- According to responsibilities and duties, public employees are classified as follows:
a) Managerial public employees are those appointed to hold managerial positions for a fixed term, responsible for directing and organizing the performance of one or several tasks in a public service provider, and entitled to receive a managerial position allowance;
b) Non-managerial public employees are those who only perform professional tasks according to their professional title in a public service provider.
- According to educational qualifications, public employees are classified as follows:
a) Public employees holding professional titles that require a doctoral degree;
b) Public employees holding professional titles that require a master's degree;
c) Public employees holding professional titles that require a university degree;
d) Public employees holding professional titles that require a college degree;
e) Public employees holding professional titles that require an intermediate degree.
