What is the People's Council in Vietnam?
Pursuant to the provisions in Subsection 1, Section 0201, Part 02, Appendix II issued together with the Circular 9/2022/TT-BNV stipulating the concept of the people's council as follows:
Concepts and methods of calculation
The People's Council is the local state power agency representing the will, aspirations and mastery of ownership of the People. Delegates of the People's Council represent the will and aspirations of the local people; close contact with voters, subject to voter's supervision, implement the mode of contact, report to voters on their activities and that of the People's Council, respond to voters' requests and recommendations of voters; consider and urge the settlement of complaints and denunciations.
The number of delegates to the People's Council is the number of delegates elected at the election of the People's Council at all levels (province, district, commune) in one term.
Therefore, the People's Council is understood as the local state power agency, representing the will, aspirations and mastery of the People, elected by the local People, responsible to the local People and state agencies at higher levels.

Pursuant to the provisions in Section 0202, Part 02, Appendix II issued together with the Circular 9/2022/TT-BNV stipulating the number of leaders of state management agencies and local authorities at all levels as follows:
Number of leaders of state management agencies, local authorities at all levels
1. Concept, calculation method
a) Central state management agencies include: Ministries, ministerial-level agencies.
- Key leaders of ministries and ministerial-level agencies include: Ministers, heads of ministerial-level agencies; Deputy Minister and equivalent;
- The remaining leading positions of state management agencies: General Director, Deputy General Director and equivalent; Director, Deputy Director and equivalent; Director, Deputy Director and equivalent;
b) Local governments include: People's Councils and People's Committees at all levels. For urban governments that do not organize district people's councils, wards will not include people's councils at these levels.
Key leaders of the People's Councils and People's Committees at all levels include:
+ Presidents and Vice Presidents of People's Councils at all levels;
+ Presidents and Vice Presidents of People's Committees at all levels;
- Leaders of local state management agencies include:
+ Director, Deputy Director of the Department and equivalent (including the head of the department of the provincial People's Council);
+ Heads and Deputy Heads of specialized and equivalent divisions under the People's Committee.
