According to Clause 3, Article 16 of the Regulations on the Functions, Tasks, Powers, and Organizational Structure of the Ho Chi Minh City Department of Health issued together with Decision 29/2022/QĐ-UBND of Ho Chi Minh City, the organizational structure of the Ho Chi Minh City Department of Health for the Bureaus and public service units directly under the Department of Health is as follows:

3. Bureaus and public service units directly under the Department of Health

a) Population and Family Planning Bureau.

The Population and Family Planning Bureau is a legal entity with its own seal and account, and the organizational structure of the Bureau is implemented in accordance with the law to ensure that it meets the management requirements of the health sector.

b) The Department of Health has public service units directly under it. The number and names of the public service units are specified in the attached Annex.

c) The establishment, reorganization, and dissolution of public service units directly under the Department of Health shall be carried out in accordance with the current laws and regulations.

d) The ranking and re-ranking of public service units directly under the Department of Health shall be carried out in accordance with the current laws and regulations. All units that have been ranked and have not yet been ranked shall be reviewed for ranking and re-ranking as prescribed. After 5 years (60 months) from the date of the ranking decision, the competent authority that issued the ranking decision shall be responsible for reviewing and re-ranking the public service unit.

According to Clause 4, Article 16 of the Regulations on the Functions, Tasks, Powers, and Organizational Structure of the Ho Chi Minh City Department of Health issued together with Decision 29/2022/QĐ-UBND of Ho Chi Minh City, the delegation of authority to specify the functions, tasks, powers, and organizational structure of the agencies and public service units directly under the Ho Chi Minh City Department of Health is as follows:

4. Delegation of authority to specify the functions, tasks, powers, and organizational structure of the agencies and public service units directly under the Department of Health

a) The Director of the Department of Health shall decide on the specific regulations on the functions, tasks, powers, and organizational structure of the agencies and public service units directly under the Department of Health that are within the authority of the People's Committee of Ho Chi Minh City to decide, as prescribed in Clause 21, Article 2 of Circular No. 37/2021/TT-BYT dated December 31, 2021 of the Ministry of Health guiding the functions, tasks, powers of the Department of Health under the People's Committees of provinces, centrally-affiliated cities and District Health Departments under the People's Committees of districts, towns, urban districts, cities under provinces, and cities under central-affiliated cities.

b) In case there are other regulations on the authority to decide on the specific regulations on the functions, tasks, powers, and organizational structure of the agencies and public service units directly under the Department of Health, they shall be implemented in accordance with the provisions of specialized laws.
