What is the number of Deputy Chiefs of the Commune Police and Commune Policemen in each commune in Vietnam?
Pursuant to Article 3 of the Decree 73/2009/NĐ-CP stipulating key communes and complex communes in terms of security and order, and the framework for the number of Deputy Chiefs of the Commune Police and Commune Policemen as follows:
1. Key communes and complex communes in terms of security and order are communes that have important positions in terms of politics, economy, culture, society, national defense and security, or where the political security situation is often complicated.
The identification of key communes and complex communes in terms of security and order is proposed by the Chairman of the People's Committee of the province, centrally-affiliated city (hereinafter referred to as the provincial level), and considered and decided by the Minister of Public Security. Every year, localities review and propose to adjust and supplement key communes and complex communes in terms of security and order.
2. The framework for the number of Deputy Chiefs of the Commune Police and Commune Policemen is as follows:
a) Each commune is assigned 1 Deputy Chief of the Commune Police; key communes and complex communes in terms of security and order, type 1 communes, and type 2 communes are assigned no more than 2 Deputy Chiefs of the Commune Police;
b) Each hamlet, village, ward, commune, village, commune, village, commune, and equivalent residential unit is assigned 1 Commune Policeman. For hamlets, villages, wards, communes, villages, communes, villages, communes, and equivalent residential units in key communes and complex communes in terms of security and order, type 1 communes, and type 2 communes, no more than 2 Commune Policemen are assigned;
c) The headquarters or workplace of the Commune Police is assigned no more than 3 Commune Policemen to perform duty on a 24/7 basis.

What are qualifications for recruitment into the Commune Police in Vietnam?
Based on Article 4 of Decree 73/2009/NĐ-CP, the following are the qualifications for the Commune Police:
1. Vietnamese citizens who are at least 18 years old and meet the following criteria are considered for recruitment into the Commune Police where they reside:
a) Clear background, good moral character, no criminal record; the individual and their family comply well with the Party's guidelines, policies, and the laws of the State. The Chief of the Commune Police must be a member of the Communist Party of Vietnam.
b) Sufficient health to perform the duties of the Commune Police (certified by a medical facility at the district level or above).
c) The Chief of the Commune Police and the Deputy Chief of the Commune Police must have completed a high school program or higher (have a diploma or a certificate of completion of a high school program issued by the competent authority); the Commune Policeman must have completed a junior high school program or higher.
For mountainous, remote, and isolated areas that do not have candidates with the required educational qualifications as specified in this point, the educational qualifications of the Chief of the Commune Police, the Deputy Chief of the Commune Police, and the Commune Policeman may be lower but must also have completed a primary school program or higher.
d) Have the ability to perform the tasks and have a voluntary application to join the Commune Police.
2. The People's Committees at the district and commune levels must have a plan for recruiting, deploying, and using the Commune Police, ensuring stability and sustainability to meet the requirements for ensuring security, order, and social safety at the grassroots level; prioritize recruiting former active-duty soldiers of the People's Public Security who have completed their service and returned to their localities to join the Commune Police force.
The recruitment of people to join the Commune Police must be democratic, transparent, and in accordance with the criteria specified in this Decree and the guidance of the Ministry of Public Security.
The Chief of the Public Security at the district level and the Chief of the Commune Police are responsible for providing advice and assistance to the Chairman of the People's Committee at the same level in planning, recruiting, deploying, and using the Commune Police.
What are regulations on training, coaching, and training for the Commune Police in Vietnam?
According to Article 5 of Decree 73/2009/NĐ-CP, the following regulations on training, coaching, and training for the Commune Police are stipulated:
1. The Chief of the Commune Police and the Deputy Chief of the Commune Police are trained, coached, and trained at the Training and Professional Development Center of the Provincial Police or the Secondary Police College, Secondary Security College.
2. The Minister of Public Security shall specify the time, curriculum, and content of training for the Chief of the Commune Police and the Deputy Chief of the Commune Police.
