Article 3. Interpretation of terms
In this Circular, the terms below are understood as follows:
- Preliminary health examination for military service is the preliminary health check and evaluation for citizens called for health examination prior to each recruitment and call for enlistment according to the law on military service.
- Military service health examination is the act of examining, classifying, and concluding the health status of citizens called for military service, performed by the Military Service Health Examination Council after the preliminary health examination.
- The Military Service Health Examination Council is a specialized council, operating on a concurrent basis as decided by the Chairman of the district-level People's Committee at the proposal of the Health Department or the agency assisting the district-level People's Committee in performing state management functions on health in the locality (hereinafter referred to as the district-level health agency).
- Military service health re-examination is the health examination immediately after enlistment, performed by the receiving unit's Health Re-examination Council to re-assess the citizen's health according to military service health standards.

According to clause 5 Article 11 Circular 105/2023/TT-BQP stipulates the military service health re-examination in Vietnam:

5. Content of military service health re-examination
The content of the health examination, clinical, and subclinical examinations shall be conducted in accordance with clause 5, Article 8 of this Circular.

Thus, the content of the military service health re-examination includes examination of physical fitness; clinical; and subclinical as follows:
- Physical examination; clinical examination by specialty: Eyes, ENT, dental-jaw-face, internal medicine, neurology, psychiatry, surgery, dermatology, obstetrics, and gynecology (for females).
- Subclinical examination: Blood count; blood type (ABO); liver function (AST, ALT); kidney function (Ure, Creatinine); blood sugar; hepatitis B virus (HBsAg); hepatitis C virus (Anti-HCV); HTV; complete urine test (10 parameters); general abdominal ultrasound; electrocardiography; straight chest X-ray; urine test for detecting drugs.

According to Article 19 Military Service Law 2015 stipulating cases of elimination from list of people registering for military service in Vietnam:
Article 19. Elimination from list of people registering for military service in Vietnam:
1. Citizens are removed from the military service registration list in the following cases:
a) Death;
b) Exceeding the age limit for reserve service;
c) Cases specified in clause 1, Article 13 or Article 14 of this Law.
2. Within 10 days from the date of confirmation by the competent authority, the commune-level military command board, agency, or organization with a citizen specified in clause 1 of this Article must report to the district-level military command board for decision.
Thus, cases of elimination from list of people registering for military service in Vietnam include:

- Under criminal investigation; serving imprisonment, non-custodial reform, house detention, or completed a prison term but not yet had their criminal records expunged.

- Stripped of the right to serve in the people's armed forces.
[4] Citizens exempted from military service registration: Disabled persons, persons with serious illnesses, mental disorders, or chronic illnesses according to the law.
