What is the list of current island districts in Vietnam?

Vietnam currently has 28 provinces and centrally-run cities with coastlines, including 125 coastal districts. Among them, there are 12 island districts including:

[1] Bach Long Vi (Hai Phong)

Bach Long Vi is an island located in the Gulf of Tonkin, about 110 km from Hai Phong.

This is the furthest island from the mainland of Vietnam and is part of Hai Phong city.

Bach Long Vi has an area of about 2.5 km² and a population of about 1,000 people.

[2] Cat Hai (Hai Phong)

Cat Hai is an island district belonging to Hai Phong city, Vietnam.

Cat Hai has an area of about 366 km² and a population of about 60,000 people. The island is divided into two main parts: Cat Hai island and Cat Ba island.

[3] Co To (Quang Ninh)

Co To is an island district belonging to Quang Ninh province, Vietnam.

Co To has an area of about 47 km² and a population of about 5,000 people. The island is divided into two main parts: Co To Lon island and Co To Con island.

[4] Van Don (Quang Ninh)

Van Don is an island district belonging to Quang Ninh province, Vietnam.

Van Don has an area of about 581.7 km² and a population of about 39,157 people.

The district is divided into 2 towns: Cai Rong (district capital) and Van Don, and 7 communes: Binh Dan, Ban Sen, Dong Xa, Dai Xuyen, Ha Long, Quan Lan, and Minh Chau.

[5] Kien Hai (Kien Giang)

Kien Hai is an island district belonging to Kien Giang province, Vietnam.

Kien Hai has an area of about 24.81 km² and a population of about 17,644 people (2020). The district is divided into 4 communes: Hon Tre (district capital), An Son, Lai Son, and Nam Du.

[6] Phu Quoc (Kien Giang)

Phu Quoc is an island city belonging to Kien Giang province, Vietnam.

This is the largest island in Vietnam with an area of 589 km² and a population of about 105,000 people (2020).

[7] Con Co (Quang Tri)

Con Co is an island district belonging to Quang Tri province, Vietnam.

This is a small island located in the East Sea, about 27 km from Cua Viet. Con Co has an area of about 2.3 km² and a population of about 700 people.

[8] Hoang Sa (Da Nang)

Hoang Sa island district belongs to Da Nang city, including more than 30 coral islands, sandbars, reefs in general and submerged banks belonging to the East Sea, about one-third of the distance from Central Vietnam to the north of the Philippines.

The Hoang Sa archipelago has an important strategic position in protecting Vietnam's sovereignty over the sea and islands.

[9] Ly Son (Quang Ngai)

Ly Son island district is located in Quang Ngai province.

Ly Son has an area of about 10 km² and a population of about 10,000 people. The district is divided into 2 communes: An Vinh (district capital) and An Hai.

[10] Truong Sa (Khanh Hoa)

Truong Sa island district belongs to Khanh Hoa province, an archipelago consisting of more than 100 islands, sandbars, and submerged banks located in the East Sea, about 320 nautical miles (about 600 km) from the coast of Vietnam.

The Truong Sa archipelago has an important strategic position in protecting Vietnam's sovereignty over the sea and islands.

[11] Phu Quy (Binh Thuan)

Phu Quy island district belongs to Binh Thuan province, Vietnam.

Phu Quy has an area of about 18 km² and a population of about 28,000 people. The district is divided into 3 communes: Long Hai (district capital), Tam Thanh, and Ngu Phung.

[12] Con Dao (Ba Ria - Vung Tau)

Con Dao is an archipelago consisting of 16 islands located off the coast of South Vietnam. This archipelago belongs to Ba Ria - Vung Tau province and is about 97 nautical miles from Vung Tau city.

[13] Cu Lao Xanh (Binh Dinh)

Cu Lao Xanh is a small island located about 20 km from the coast of Quy Nhon, Vietnam. The island has an area of about 3.65 km² and a population of about 2,300 people.

What is the content of encouraging economic development in island districts in Vietnam?

Based on Article 46 of the Law on Vietnamese sea 2012 on encouraging, investment incentives for economic development in islands and operations at sea as follows:

Encouraging, investment incentives for economic development in islands and operations at sea

1. The State priorities for investment in, construction of infrastructure, sea logistics network, economical development of coastal districts; has incentive policy to enhance material and spirit life of inhabitants living on islands.

2. The state encourages and has incentives on tax, capital, facilitate for organizations, individuals to invest, explore development potential and strengths on islands.

3. The state encourages and has incentives on tax, capital, facilitate for organizations, individuals to enhance fishery operation and other activities on seas, islands; protect activities of people on seas, islands

4. The Government details this article.

According to this Article, the content of encouraging economic development in island districts is as follows:

- Investing in, constructing in infrastructure, sea logistics network, economical development of coastal districts;

- Having incentive policy to enhance material and spirit life of inhabitants living on islands.

- Encouraging and providing incentives on tax, capital, facilitate for organizations, individuals to invest, explore development potential and strengths on islands.

- Encouraging and providing incentives on tax, capital, facilitate for organizations, individuals to enhance fishery operation and other activities on seas, islands; protect activities of people on seas, islands.

What are the population scale and area standards for island districts in Vietnam?

Based on Article 11 of Resolution 1211/2016/UBTVQH13 amended by Clause 9 of Article 1 of Resolution 27/2022/UBTVQH15, the standards are as follows:

Standards for administrative units in island areas

1. Rural administrative units in island areas have a minimum scale of population, natural area, and number of subordinate administrative units (if any) equal to 20% of the prescribed level for corresponding rural administrative units specified in Section 1 of this Chapter.

2. Urban administrative units in island areas have a minimum scale of population, natural area, number of subordinate administrative units (if any), structure, and level of economic and social development equal to 20% of the prescribed level for corresponding urban administrative units; the remaining standards shall be implemented according to the provisions in Section 2 of this Chapter.

3. The provisions of Clause 1, Clause 2 of this Article shall not be applied simultaneously with the provisions of Article 3a and Article 9a of this Resolution.

According to this Article, for rural administrative units in island areas, the minimum scale of population, natural area, and number of subordinate administrative units (if any) is equal to 20% of the prescribed level for corresponding rural administrative units.

For urban administrative units in island areas, the minimum scale of population, natural area, number of subordinate administrative units (if any), structure, and level of economic and social development is equal to 20% of the prescribed level for corresponding urban administrative units.
